As Oregon's fourth-largest city, Gresham is a welcoming community of hard-working people where tradition and heritage meet innovation and opportunity. Gresham is a dynamic and rapidly growing city where families and businesses have a mutual desire and drive to thrive. City of Gresham employees care deeply about the community they serve and go 'one step beyond' to deliver services in collaborative, inventive, practical, and nimble ways. Our work is challenging, fast-paced and rewarding.
We believe that to deliver the highest level of service to all Gresham community members, it is crucial we employ a diverse workforce, foster an inclusive working environment, and ensure our policies and systems result in equitable outcomes. The City seeks candidates who will support these values by continuously incorporating equity in their daily work and actively contributing to a workplace culture that respects unique viewpoints, life experiences and cultural perspectives. Come build the future with us.What you will get to do:
• Provide daily supervision of our engineering design team. The successful candidate will prioritize, assign and review work from our engineering design team. As much of our engineering work is done in-house, this creates the chance for applying your skills and expertise to design and construct capital projects through the mentoring, development and support of subordinate staff. The successful candidate will ensure that projects stay within scope, schedule and budget, and is responsible for defining future staffing needs and overseeing hiring, development and retention of engineering staff.
• Maintain local agency certification. Federal funding is a significant component of the City of Gresham’s transportation capital program, and the City is one of a small number of agencies that has been certified by the Oregon Department of Transportation to deliver Federal projects. The successful candidate will be the City staff member primarily responsible for keeping the City compliant with regulations and processes pertinent to being a certified local agency. This involves working with project managers, support staff, contractors and ODOT to ensure that we are current on and compliant with all applicable requirements.
• Provide expert guidance regarding design of the transportation system. The successful candidate is a professional engineer with years of experience in applying design standards and professional judgment toward the needs of our transportation system and its users. The successful candidate has not only a proven record of effectively applying this expertise but also in communicating to both technical and non-technical audiences. This expert guidance may be exercised in relation to capital projects, development review, and in coordination with other internal and external teams.
• Lead planning and implementation of construction and engineering projects. The successful candidate is integrally involved in development of the City’s capital improvement programs for Transportation and Footpaths, and will also provide key technical input for transportation funding grant applications. On occasion, the successful candidate will need to manage capital projects, so they should be well-versed in delivering capital projects, and in doing so while not neglecting the supervisory and leadership roles associated with this position.
Qualities we are looking for:
• A technically proficient engineer who looks forward to investing their experience and expertise in design and project management in order to develop, support, mentor, manage and lead a team of technical professionals

• A relationship builder who cultivates and maintains effective working relationships
• A highly collaborative leader who pursues and encourages cooperation with other individuals and teams to coordinate contributions that result in mutually favorable outcomes
• A critical thinker who uses sound judgement and expertise to provide solutions and make decisions on the best course of action
• A problem solver who can apply the state of the practice to solve current challenges and is also willing to consider and adopt innovative solutions
• An excellent written and verbal communicator who can ably convey technical and non-technical information with other agencies, developers, construction contractors and regulatory agencies, as well as with elected officials, citizen committees and the general public
• An individual with strong emotional intelligence who uses a variety of approaches to manage and resolve concerns, disagreement, and conflict
