The Indian Parliament, in 1974, enacted a law to prevent and control the pollution in the water. This law is known as Water (Prevention and Control of Pollution) Act, 1974. In the year 1981, a similar law was passed to control the pollution in Air and is known as Air (Prevention and control of Pollution) Act, 1981. The Central Pollution Control Board (CPCB), a statutory organization, came into existence in September 1974. All the powers and functions of the Central Pollution Control Board (CPCB) are envisaged in both the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and control of Pollution) Act, 1981. Section 4 of the Water (Prevention and control of Pollution) Act, 1974 and section 6 of the Air (Prevention and Control of Pollution) Act, 1981 empowers the Central Pollution Control Board to act as State Pollution Control Board for all the Union Territories of the Union of India. In March 1991, all its powers and functions of the Central Pollution Control Board (CPCB) for the Union Territory of Delhi were transferred to a committee of officials as per the specification of the Government of India.
