ESSENTIAL FUNCTIONS The following duties are normal for this position.
The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Operates and maintains the county's computerized Geographic Information System (GIS); develops GIS applications; transfers data into the GIS system; integrates cartographic data from numerous sources into the Lee County geodatabase; downloads Global Positioning System (GPS) field data; updates data in GIS database; edits and develops GIS data for mapping.
Compiles and analyzes complex geographic data; verifies and validates data prior to entering; performs analytical operations and limited spatial queries; conducts analysis of datasets; produces reports, presentations, graphics, and digital statistics.
Edits GIS spatial and tabular data; assists with the storage, retrieval, and manipulation of information in the GIS; uses ESRI's ArcGIS tools, including coordinate geometry (COGO), to input and maintain various GIS geofiles, related database information, and other GIS tools and products; performs limited analytical operations, limited spatial queries, and/or complex spatial database queries; conducts topological editing and maintenance of GIS datasets.
Conducts research of maps, database records, electronic data sources, legal records, department files, hardcopy materials, Internet sited, or other sources as needed; researches maps, tax digest, or other records to determine property ownership, or, property location.
Prepares or receives forms, reports, correspondence, logs, checklists, export files, data collection sheets, schematic as-built drawings, master street address guide, map plot records, procedural manuals, GIS maps, cartographic products, or other documents; reviews, completes, processes, forwards or retains as appropriate.
Subdivision review duties including geodatabase design, data development, CAD-to-GIS data conversion; GPS field collection, programming, development of QA/QC procedures, needs assessments, preparation of metadata, and professional cartographic production for publication and/or display.
Creates, manipulates, and maintains parcel database; compares QC parcel information, and tax digest; makes comparisons of and/or corrections to zoning maps, deeds, and plats.
Creates Arc/GIS projects according to desired specifications of layers needed.

Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, spreadsheet, mapping, geographical information system (GIS), or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Operates, inspects, and maintains various equipment and tools associated with work activities, which may include a motor vehicle, handheld GPS data collector, GPS unit backpack, trimble, digital camera, plotter, computer, printer, scanner, copy machine, calculator, telephone, measuring tape, compass, or drafting scale.
Communicates with Planning Director, GIS Manager, colleagues, outside agencies, and other individuals or agencies as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Researches road Rights-of-Way and corrects parcels accordingly.
Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in GIS.
Performs other related duties as required.
MINIMUM QUALIFICATIONS High School diploma or general education degree (GED) with Associate's Degree of higher preferred in planning, geography, computer science, or other degree in a related course of study related to occupational field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Most possess and maintain a valid Georgia driver's license.
Basic knowledge of the procedures, responsibilities, and operation of the Board of County Commissioners and the operation of various County departments.
Basic knowledge of grammar, punctuation, syntax and spelling with the ability to compose effectively.
Ability to exercise considerable tact and courtesy in contact with public officials, news media representatives, colleagues, and the general public.

Requires the ability to coordinate, manage, and/or correlate data.
Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Requires the ability to perform in a supervisory capacity over subordinate supervisors.

Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Requires the ability to utilize a wide variety of reference, descriptive, advisory, and/or design data and information.
Lee County, GA Classification Title - GIS Technician xxxx Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE Physical Ability:
Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements:
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depths, and visual cues or signals.
Some tasks require the ability to communicate orally.
Environmental Factors:
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
