0 Full-time 13 hours ago Full Job Description Description Administrative Manager Civil Service Examples of Duties (Title changed from Executive Assistant) Under administrative direction, is responsible for planning, managing, developing work rules, training, coordinating, and administering all activities and personnel of such staff positions as administration, citizen participation, research... and finance, and manages such personnel as are assigned to specific functions in the performance of the necessary duties.
Performs other job-related duties as required.
Minimum Qualifications A High School Diploma or GED is required.
A Bachelor's Degree is required.
Four years of full time paid management or administrative experience is required.
(Substitution:
Two years of experience may substitute for each year of college education lacking.
A valid State of Ohio Driver's License is required.
Supplemental Information Administrative Manager Civil Service is primarily responsible for a variety of detailed and specialized duties that requires considerable interaction with other divisions/departments, boards and commissions, and the general public.
This position reports to Executive Director; Direct Reports are Examiners, Supervisor of Records and Examiner Associates.
This position requires independent judgment in application of human resource management principles and application of the Civil Service Commission rules.
PRIMARY DUTIES:
Administer announcements and selection processes for all Civil Service positions.
Determine advertisement and recruitment plans, and develop application materials.
Assure screening of applications to ensure minimum qualifications are met.
Prepare, oversee and/or obtain appropriate, job-related examinations and interviews for all civil service classifications.
Schedule, supervise and administer a variety of entry level and promotional examinations for positions within the Civil Service system, ensure validity of exams, respond to examination protests as needed and explain protested exams or exam elements to the Commission.
Oversee the physical agility testing process to make sure Civil Service rules are followed.
Evaluate testing instruments for use in entry level and promotional tests; post scores, and notify candidates of their scores.

Interpret and apply rules, procedures and federal and state laws; ensure County compliance and consistent interpretation of laws, rules, policies and procedures.

Qualifications:
Bachelor's degree in business, public administration, human resources management or a related filed is required, Masters Degree preferred.
Three years of progressively responsible experience in managing civil service/human resources program activities, such as recruitment, selection, classification, training, affirmative action/EEO and policy development.
Three years experience as Chief Examiner preferred.
Experience in a unionized and/or public sector environment preferred.
Expertise in NEOGOV HRIS system or comparable HRIS system The City of Cleveland makes available a variety of benefit options depending upon your employment status and any applicable union membership.
