UNICEF Mozambique is in the process of identify and hire a consultant for ten months; the consultant will support DPC, together with partners, to finalize integrated evidence-based district planning tool and scale up plan.
• *Scope of Work**
• *Purpose and Objective:**
One of the key components of Health System Strengthening is a strong national planning approach. This approach should allow the country to develop bottom-up integrated quality plans that respond to and contribute to country priorities.
Evidence-based planning (EBP) using the Bottleneck analysis approach (BNA) is a... step-by-step approach to operational planning that supports subnational health managers (health facilities and districts) to develop local plans based on evidence to improve health system performance.
There is an enormous commitment to achieving Universal Health Coverage (UHC) and the Sustainable Development Goals globally. Strengthening Primary Health Care Systems is a critical means of working towards this goal.
In Mozambique there is a convergence of interest from MISAU and partners to improve planning in the health sector at all levels.
The Ministry of Health places great emphasis on bottom-up integrated planning as a gateway to alignment and harmonization, and partners consider planning as the main element for efficient financing of the sector.
Indeed, tracking progress on priorities and linking execution with expenditure is considered an added value that partners can collectively bring to the table in dialogue with the Ministry of Health.
The consultancy will achieve the following WAY FORWARD to support DPC, together with partners, to finalize integrated evidence-based district planning tool and scale up plan.
- Continue fine-tuning the district planning tool (EBP/BNA) and process according to lessons learned (DPC, DNSP, provincial staff and partners).
- Hospital interventions and indicators selected, packages prepared in favorites, data based prepared in SISMA and in excel sheet.
- Work with the appropriate directorates to have updated databases of all levels in SISMSA (human resources, inputs, % population and distance from HU).
- Work with the Department of Information Systems (DIS) and department managing the server to ensure its 24/7 accessibility.
- Finalize the Monitoring and Evaluation (M&A) application in SISMA.
- Adjust with the involvement of the DNSP and the programs, the indicators to be analyzed of the demand determinants (Initial use, continuity, and quality) of each intervention to be analyzed.
- Involve other partners, continue to evaluate other tools where some steps may benefit/be integrated to the final tool to be used.
- Plan training for provincial and district planning managers.
- Expand the integrated planning approach so that all districts can produce quality evidence-based plans that can benefit the district and all communities (with a special focus on underserved communities) and inform provincial plans.
- Capitalize on subnational planning efforts to have an impact on the quality of provincial and overall national planning.
- Initiate discussions with partners and donors to raise funds for expansion at provincial and national levels.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

• *Minimum Qualifications required:**
- Degree in medicine/pediatric specialty, public health, or a related field
- Minimum of five years of relevant professional experience at international or national level;
- Strong clinical background in rural health care settings.
- Experience with management, planning and particularly working on evidence-based planning/bottleneck analysis (EBP/BNA) tools;
- Experience in designing training tools and facilitating planning workshops;
- Experiences of technical Assistance to national institutions in Mozambique;
• *Knowledge/Expertise/Skills required:**
- Familiarity with Mozambican health system at all levels and the MoH
- Familiarity and experience with EBP/BNA planning tools;
- High-level capacity for sensitive liaison with partners within and outside the organization;
- High level of communication skills and dealing with people at all levels;
• *Language skills:**
High fluency in English and Portuguese (written and verbal)

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
