Additionally, AH serves as a HRSA (Health Resources Services Administration) designated Health Center Controlled Network, which serves an expanded region in Northern California across a thirteen-county region: Marin, Mendocino, Napa, Nevada, Placer, Santa Clara, San Francisco, Shasta, Sierra, Siskiyou, Solano, Sonoma, and Yolo through projects in Health Information Technology, Analytics and Health Equity.

Summary

Reporting to the Department Director (or Program Manager, Analytics) the Data Analyst has responsibility for the report development, implementation, and data collection in support of consortium-wide quality improvement initiatives, state and federal mandated reports, grant reporting related activities and population health tool implementation. The Data Analyst will also be responsible for coordinating and ensuring health center staff receives the appropriate training and support on reporting tools.

Essential Duties
• Collaborate closely to provide analytics support to the Informatics Team, Population Health team, Outreach and Enrollment team, and to support Advocacy initiatives.
• Maintain a set of AH standard quality measures or reports with documentation for each health center to use that will support population health programs, performance improvement programs, Uniform Data System reporting, and grant related reporting.
• Create new reports using PostgreSQL, Data Grip, or other reporting tools for each health center to use that will support population health programs, performance improvement programs, Uniform Data System reporting, grant related reporting, Population Health Management tool implementation.
• Assess data quality and make recommendations for improvements.
• Facilitate sharing of reports and reporting workflows between health centers.
• Assist health centers with data validation and mapping related to quality measurement and reports.
• Assist health center data analysts with challenging data problems.
• Present data to internal and external stakeholders.
• May need to convene and lead a data analyst peer network meeting and trainings for all health center data analysts.
• Participate on health informatics project teams.
• Document workflows for new processes
• Create visualizations using tools such as Vega-lite and geo-mapping

External Relations
• Work with health center staff from member health centers.
• Oversee or guide training/sessions of agency peer workgroups and analytics training as required.
• Clear communication with analytics and/or EHR (Electronic Health Record) vendors

Internal Operations
• Support daily operating procedures to keep health center and aggregate analytics programs up to date
• Assist others in department and organization as requested.
• Participate in organization-wide meetings, committees and other activities as requested.

Required Qualification
• Minimum of two years’ experience using SQL to generate queries or reports
• Experience facilitating and completing a scope of work within the planned timeline.
• Advanced computer proficiency in the areas of spreadsheets, graphics, database, and word-processing software (MS Office products) in a Windows environment required.

Preferred Qualifications
• Bachelor’s degree in informatics, Public Health (Epidemiology or Biostatistics), Data Science, Analytics, or equivalent experience.
• Master’s degree (or equivalent certifications) in Public Health (epidemiology or biostatistics preferred), or Biomedical Informatics.
• Working knowledge of descriptive statistics and data visualization.
• Experience in healthcare field with health center experience preferred.
• Experience in analyzing data in a healthcare related environment.
• Ability to report from a data warehouse environment and understand the related data infrastructure.
• Experience with JSON and geo-mapping tools
• Prior experience working with eClinicalWorks, NextGen, EPIC or another electronic health record.

Physical Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, use hands to handle or feel; and talk and hear. This job is rated for Light work, requiring the ability to lift or move up to 20 lbs. on occasion. Close visual acuity to perform activities such as reading and viewing a computer terminal are required. This position requires occasional travel throughout our member counties and may require the use of a personal vehicle. Ability to travel as required for meetings or conferences, automobile and valid driver’s license preferred or the ability to get to various work sites.
