Project Overview:

NEOM Trojena is a planned city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

NEOM Trojena will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Summary

Key objectives for this role are to foster Bechtel’s Safety & Quality Culture, Vision, Values, Commitments, Sustainability, Diversity & Inclusion, and work closely with the Customer and project team to understand emerging needs and provide fulfilling solutions.

Primary responsibilities include supervision of the design and engineering activities and staff across the NEOM (project clusters) and is responsible for maintaining engineering process and procedures to ensure delivery of the design that fully meets customer requirements.

Plans and coordinates Structural works including across the Project & associated Facilities and has full technical responsibility for review, planning, interpreting, organizing, executing, and coordinating the engineering assignments and activities on the project/program in liaison with the Engineering Director. Establishes/manages the overall engineering budget, maintains ownership, and ensures execution and reviews within approved budgets with complete ownership of Trend program. Facilitate in developing engineering project schedule and manage the project/program by carrying out actions to prioritize and re-schedule the engineering deliverables.

Enable to evoke and coordinate between different disciplines to deliver a fully coordinated and complete building asset. Assists Contracts & Construction teams in pre and post contract award activities such as timely delivery of design deliverables, participation in vendor pre-qualification and tender assessment activities, and provision of construction support services such as responses to technical queries, non-conformance reports and field change requests.

JOB DIMENSIONS:
• Receives technical and operational direction from the Project Director
• Provides technical and administrative guidance and operational supervision to construction engineers and others, as assigned.
• Contacts are with members of construction and project management, project engineers and field personnel as well as client representatives and functional departments to ensure construction discipline guidance and direction are provided to projects.

ESSENTIAL JOB DUTIES:
• Reviews and implements project plans, standard engineering details and specifications for constructability and conformance to regulatory requirements and productivity improvement.
• Works with Design Managers and the Engineering Director to unify engineering and construction to improve effectiveness.
• Recommends and implements changes in design or construction methods.
• Advises project team of obvious discrepancies or trends that may be detrimental to the project.
• Reviews project drawings and specifications prior to release for construction and identifies and eliminates potential problems.
• Prepares construction standards, work plan/procedures, construction guidelines and constructability reports.
• Sponsors and supports the automation development programs related to work execution.
• Reviews and evaluates new products, tools, and equipment to be used on projects.
• Develops Standard Work Process Procedures for quantity tracking and reporting. Works with Project Controls to implement a standard quantity reporting work process.
• Develops common guidelines and procedures for effective quality assurance/quality control (QA/QC) programs.
• Develops field engineering training initiatives, including technical and supervisory training.
• Develops field review and reporting recommendations.
• Monitors the execution methodology on projects to learn from improvements and to promote continuous improvement.

JOB KNOWLEDGE:
• Thorough knowledge of all phases of construction operations relating to engineering, construction and field activities.
• Demonstrates multidisciplinary coordination and experience in bringing together Civil Works, Systems, MEP and Architectural services into a single successful project in both Engineering and Construction.
• Knowledge of Facilities Engineering & Construction
• Direct experience in Building Engineering & Construction support services.
• Thorough knowledge of construction technologies and jobsite management.
• Broad knowledge of the impact and effect of using field automation tools.
• Broad knowledge of environmental compliance laws and requirements.
• Broad knowledge of government compliance standards.
• Knowledge and application of Bechtel’s Zero Accident Safety Philosophy.
• Broad knowledge of Bechtel Construction Standard Work Process Procedures.
• Knowledge of Six Sigma program.
• Thorough knowledge of current industry standards.
• Understands and applies the requirements of the Project Environmental, Safety & Health (ES&H) handbook, the Supervisors ES&H Manual, the Project Safety Management Plan, and the Bechtel Core Processes to area of responsibility.
• Knowledge of company and project quality policies.

Essential Technical Skills:
• BS degree in relevant Engineering Discipline (MS preferred).
• Minimum of 20 years of progressive experience
• Evidence of direct experience in managing and executing major infrastructure buildings aspects of a large project
• Strong English language communication and report writing skills.
• Ability to prepare clear judicious planning procedures and user-friendly templates to assist entities in undertaking forward, judicious planning.
• Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare reports & presentations.

• Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
• Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, entities and their EPMO’s – to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
• Must be able to work within a multi-disciplinary, multi-cultural team and manage ambitious multi-cultural relationships across a range of entities.
• Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
• Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
