POSITION DESCRIPTION: Perform highly advanced engineering work requiring licensure by the State Board of Professional Engineers.

Manage the resources of the Department to deliver required services. Deliver managed services while being consistent, predictable and repeatable. Foster teamwork within and across work units. Assure the very best customer service possible. Manage employees work; guide, and direct the work of General Engineering Consultant (GEC) Staff, and the staff through continuous service contracts. Secure resources necessary for employees to succeed. Ensure employees and staff meet quality and quantity requirements of the position. Focus employees and staff on the Department’s mission and objectives outlined in the business plan. Engineer solutions if necessary or requested by the customer. Sign and seal engineering report and recommendations as required.

Perform engineering analysis required to determine the best application of materials to a given need. Specify performance requirements and/or material properties as required. Specify testing and inspection requirements necessary to verify performance or material properties.

Perform engineering analysis of in-place conditions. Perform warranty inspection and analysis as required. Determine the cause(s) of the in-place conditions. Propose solutions if necessary or requested by the customer.

Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures, or negative trends. Manage acquiring consultants in the District. Secure and authorize work orders for consultant services.

Review Quality Control plans, Construction plans, specifications, procedures, and any other documents necessary to execute the Department’s mission. Coordinate the review of the Materials portion of the Contractor’s Quality Control plan. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed. Lead in implementing and maintaining the Department’s business plans.

Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge, skills, and abilities, including utilization of equipment, required for the position: Ability to operate a personal computer for word processing, spreadsheet, and database applications; Knowledge of the concepts, terminology, principles and analytical techniques of Materials Engineering (i.e. Laboratory, Certifications, Laboratory Inspection, etc.); Knowledge of engineering design, construction, production and/or operations; Skill in using engineering tools, equipment and/or instruments; Ability to analyze and interpret engineering data; Ability to solve problems relating to engineering; Ability to plan, design, evaluate and investigate engineering works and systems; Ability to apply engineering quantitative techniques; Ability to monitor and inspect engineering projects; Ability to plan, organize and coordinate work assignments; Ability to communicate engineering information effectively; Ability to establish and maintain effective working relationships with others.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: This position requires registration as a Professional Engineer pursuant to Chapter 471, F.S.
