National Consultant: Development of Asia Pacific Population Conference Indicator Framework Report


The Right Here Right Now 2 (RHRN2) partnership was created so that young people in all their diversity enjoy their sexual and reproductive health and rights (SRHR) in gender-just societies. Young people are at the forefront of our partnership. RHRN seeks to unleash the power of youth, increase public support for SRHR, improve policies and laws, and strengthen civil society. Lobbying and advocacy are the main strategy, supported by mutual capacity strengthening.

RHRN partnership comes at a critical time when SRHR as well as gender justice are under pressure around the world, and young people’s needs consistently go unmet. We do not shy away from taboo subjects such as comprehensive sexuality education and safe abortion, and advocate for the rights of marginalized groups such as girls, young women and young lesbian, gay, bisexual, transgender and intersex (LGBTI) people. We... focus on these issues and groups because, based on our collective track records, we can, and because few other consortia and organizations do.

In Nepal, the members of the RHRN Coalition are diverse organizations from youth-led (YUWA- Host organization for RHRN, CDS Park in Mugu and Youth Alliance for Rural Development, Kailali), women’s feminist organization network (Beyond Beijing Committee), queer rights organization (Blue Diamond Society) and disability led organization (Blind Youth Association of Nepal). The coalition envisions to ensure young people aged 13-30 in their diversity are empowered to exercise all aspects of sexual and reproductive health and rights in a supportive social and enabling legal environment in Nepal by 2025.


In 1994, Member States adopted the Programme of Action of the International Conference on Population and Development, which to this day inspires a rights-based agenda in which people are placed at the heart of sustainable development. In adopting the Programme of Action, Member States committed to deliver inclusive, equitable and sustainable development for all.

Since 1994, Member States have conducted reviews and appraisals of the Programme of Action and the key actions for its further implementation at national, regional and global levels. They have reviewed progress and identified lessons learned, emerging topics and remaining challenges. They have often conducted those reviews in the context of the overall global development agenda, including the United Nations Millennium Declaration and the 2030 Agenda for Sustainable Development. The outcomes of these reviews have served to guide further action to strengthen linkages between population dynamics and sustainable development at the national, regional and global levels.

At the Sixth Asian and Pacific Population Conference, held in Bangkok from 16 to 20 September 2013, Ministers and representatives of members and associate members of the Economic and Social Commission for Asia and the Pacific adopted the Asian and Pacific Ministerial Declaration on Population and Development, in which they recommended 116 priority actions to ensure the effective implementation of the Programme of Action of the International Conference on Population and Development and the key actions for its further implementation, and the recommendations arising from their subsequent reviews, as well as their follow-up beyond 2014, and inclusion in the United Nations development agenda beyond 2015.

In November 2018, in support of the Midterm Review of the Asian and Pacific Ministerial Declaration on Population and Development, the secretariat and the United Nations Population Fund developed a draft indicator framework for monitoring progress towards the implementation of the Programme of Action and of the commitments contained in the Ministerial Declaration.

Level of Engagement: This is a consultancy position with a fixed timeframe for deliverables.

Proposed Consultancy
• This consultancy will focus on producing the National Indicator Framework Report for Voluntary Monitoring of Progress towards the Implementation of the Programme of Action of the International Conference on Population and Development and of the Commitments Contained in the Asian and Pacific Ministerial.

Roles and Responsibility
• Conduct desk research on relevant policies, programs and strategies, data compilation in response to identified indicators, data verification with national statistical offices, analyses and report writing in keeping with the national reporting guidelines.
• Generate a first draft of the national report in keeping with the thematic focus in the Asian and Pacific Ministerial Declaration on Population and Development, priority actions, drawing on a pre-determined set of indicators that cuts across the eleven thematic areas with a particular focus on the following thematic areas:
• Health
• Sexual and Reproductive health and reproductive rights
• Education
• Gender Equality and Women’s Empowerment
• Adolescent and Young People’s
• Support the in-country government led validation exercise by presenting the draft report and findings and soliciting feedback from multi-sectoral stakeholders and partners including – civil society, academia, private sector, UN partners and other institutions, and with guidance and support from YUWA and larger CSO group, incorporate relevant feedback and finalize the national indicator framework report.
• Review of legal/policy documents – laws, policies, strategies, guidelines – from both legal and Gender equity lens and conduct research/desk reviews in area’s relevant to the scope of work
• Provide technical review and quality assurance of resources, documents, guidelines, reports and knowledge products.
• Organize, coordinate, and participate in expert group meetings/workshops, policy dialogues, and events on relevant issues related to Comprehensive Sexuality Education, Youth SRHR, M&E and in line with APPC priorities
• Prepare the final report on undertaken activities.

• Ability to work independently and in a team.

Required Skills and Experience

• University degree, preferably in social sciences, development studies, public health; advanced degree would be considered an asset
• Academic orientation towards National policies and governance would be considered an asset
• Background in Gender studies, SRH and reproductive rights, is highly recommended.

• The candidate shall be a recognized expert in Population and Development, with strong research and writing, conceptual and analytical skills and deep knowledge of the International Conference on Population and Development
• Minimum five years of working experience in policy analysis, legal framework, public administration reform and/or strategic planning
• Proven experience in drafting strategic planning documents or policy papers;
• Proven experience in working in/with state institutions, junior and senior officials, civil servants
• Proven experience in holding trainings and workshops, and good facilitation skills
• Experience in working in/with the civil society is considered an asset
• Experience of working within national development sector with special focus on Sexual and Reproductive Health and Rights, gender justice and women’s empowerment
• Strong ability to liaise with a myriad of stakeholders and partners, including government, civil society, and international organizations will be an asset
• Experience in contributing to capacity building initiatives of government and CSOs in the areas of Comprehensive Sexuality Education and Sexual and Reproductive Health and Rights


Excellent command of spoken and written English and Nepali language.
