Director of Finance

ConnectedGroup is exclusively engaged by The Hong Kong Polytechnic University to undertake the search for this senior position. This role will lead the financial and investment management functions for the institution.

Position Overview
• A strategic partner of the University in the achievement of its mission, strategic focuses and operational objectives
• Provide leadership and operational oversight in financial planning and resources utilization to ensure financial viability and institutional sustainability of the University
• Lead a large team (almost 150 staff via a team of senior direct reports) to ensure controls through a quality assurance system which incorporates appropriate system design, proper operating procedures, capable operating staff, and a robust audit process
• Reports to the Executive Vice President and leads the entire Finance Office (FO)

Position Responsibilities
• Provide strategic leadership and assume overall managerial responsibilities... on a broad spectrum of functions, including budgeting, accounting, treasury management and investment, payroll, retirement schemes administration, tendering and procurement, insurance policies, company secretarial, subsidiaries management, financial reporting and risk management
• Advise various senior stakeholders on all aspects of budget management, resource allocation and utilization, financial planning and management as well as assurance of the University and its subsidiaries
• Serve as Secretary to a number of major committees and as a member of the Board of Directors of a number of subsidiaries in Hong Kong and the Chinese Mainland
• Manage the budgetary process for the University and its subsidiaries
• Oversee financial planning and forecasting, cash flow and working capital management, and budgetary control with scenario analysis to assure financial sustainability of the University and its subsidiaries
• Closely monitor the investment landscape and oversee the administration and performance of internally managed funds and external investment managers to maximise investment returns to the University
• Administer the retirement schemes of the University, manage the retirement funds and monitor the investments on behalf of the Trustees
• Provide professional input on financial and governance matters relating to technology commercialization and startup investments
• Safeguard the integrity of financial reports for the University and funding bodies
• Implement innovative and efficient financial systems and processes to optimize operational efficiency of the function
• Manage and develop staff of FO and ensure quality and professionalism of FO in supporting University operations.

Position Requirements
• University graduate with a recognized degree in Accounting, Finance, Business Administration or related disciplines
• At least 20 years of relevant experiences with a qualification in Accounting
• Extensive relevant professional and management experience at senior level in sizable organizations, preferably with relevant experience in higher education institutions or other publicly funded organizations in Hong Kong with similar complexity
• Well-connected with the financial services sector, legal and relevant professional bodies
• An inspiring and innovative leader who has managed a sizable team before
• Possess strong analytical skills with excellent interpersonal, presentation and communication skills
• Good understanding of the local and global investment markets, preferably with experience in investment management administration
• High proficiency in both written and spoken English and Chinese (Cantonese and preferably Putonghua)
