TRELAWNY CO-OPERATIVE CREDIT UNION LIMITED Invites suitably qualified applicants to fill the position of: Finance Manager JOB SPECIFICATION Core Functions The incumbent is responsible for the management of the Credit Union’s Finance Department, and to achieve established objectives. MAJOR DUTIES (1) Planning: a) Contribute to the Organization’s Strategic planning process; paying particular attention to those strategic objectives and initiatives related to Member Relationship Management (MRM). b) Assist with the Department’s Strategic Planning process, ensuring alignment with the Credit Union’s Strategic Plan. c) Annually update individual Job Accountabilities and Performance Targets for all Direct Reports, ensuring alignment with the Credit Union’s Strategic Plan. d) Develop, in conjunction with each Direct Report, his/her respective Individual Development Plan on completion of the designated Competency Assessment and Performance Measurement as per the Performance Management System... (2) Staff Development a) Constantly review the competency and performance of Direct Reports, providing continuous coaching and implementation of their respective individual development plans. (3) Execution (a) Supervision of the Finance Department. (b) Budget preparation and review. (c) Development and implementation of accounting policies, systems, and procedures. (d) Control and maintenance of fixed assets register and documents of ownership. (e) Responsible for monitoring investment accounts and preparing cash flow projections. (4) Monitoring and Reporting a) Lead the preparation of the Finance monthly performance report; then attend the monthly Finance and Board meetings to discuss performance, ensuring there are diagnoses and prognoses for any performance variances specifically related to the Credit Union finances. MINIMUM REQUIREMENTS Qualification and Experience: B.Sc. Degree in Finance, Accounts, or equivalent qualification with ACCA, ACA, or CPA designation from an accredited training institution. A minimum of ive (5) years of related experience at the managerial level (preferred at a financial institution). Specialized Skills, Techniques/Learned Disciplines: Sound knowledge of financial management practices and the investment market. Sound knowledge of budget preparation and management. Sound knowledge of the Credit Union’s Strategy, policies, and procedures. In-depth knowledge of the Credit Union’s products, systems, and procedures. Sound knowledge of general cooperative principles and procedures. In-depth knowledge of the Acts and Regulations governing Credit Unions e.g., the Co-operative and Friendly Societies Act, Proceeds of Crime and Terrorism Prevention Acts, Credit Union (Special Provisions) Act, and Guidance Notes, in addition to the Banking Act. Working knowledge of PC applications software including word processing and spreadsheet packages. Sound Knowledge of accounting practices, principles, and procedures especially as it relates to the Credit Union environment. Excellent analytical, time management, administrative and problem-solving skills. Capacity to organize and prioritize workflow. Ability to evaluate, initiate and make decisions within the scope of the position. Excellent Customer Service skills. Excellent negotiation skills. Excellent Interpersonal and Leadership skills. Excellent oral and written communication skills. Ability to prioritize and handle multiple tasks simultaneously. Ability to work on own Initiative. High level of Integrity, Confidentiality, and Professionalism. RESPONSIBILITIES AND DUTIES: Assist General Manager in establishing, implementing, and monitoring the Credit Union’s financial objectives and policies. Assist in the establishment and maintenance of proper internal controls for the Credit Union. Ensure compliance with standard accounting practices, review internal accounting systems, and recommends improvement. Ensure timely, and accurate reconciliation of all bank accounts and that members’ accounts are reconciled with General Ledger. Coordinates the annual planning and budgeting process and ensures that the budget is complete and approved on time. Prepares the annual budget; monitors the Credit Union’s performance against budget, reporting on variances and advising the General manager accordingly. Monitors the procurement and distribution of equipment and supplies and procurement of contractors. Reviews cash flow projections and assists in analyzing the Credit Union’s cash flow position to determine its ability to satisfy immediate and potential client commitments. Review cash balances, identify funds available for investment, and monitor the investment accounts including the performance of the fixed deposits. Oversee the preparation of monthly and fortnightly payrolls and generate related reports. Prepare and submit financial statements and reports to the Board and the Jamaica Cooperative Credit Union League within the time specified. Assists with the safekeeping and maintenance of the Credit Union’s physical assets and ensuring that proper accounts are kept. Implement appropriate policies and procedures to govern all areas of responsibility and ensure observance by employees. Ensuring congruence with corporate objectives and strategies. Conducts and monitors staff performance and reviews by required and established guidelines and standards. Perform other related functions assigned from time to time by General Manager.
