NOTE: The department is currently recruiting for an Accounting Technician II only, though advancement through Accounting Technician III is part of this progression position.

Ensures compliance with County code, state laws and federal requirements regarding County expenditures. Audits payment requests from departments as assigned for general accounts payable as well as purchase card... reconciliation. Responsible for processing accounts payable and payroll for the Office of the Auditor. Maintains master vendor list for accounts payables. Provides back-up support for other accounting division functions.

Progression between Accounting Technicians I, II, & III

Accounting Technician II

Upon serving one year as an Accounting Technician I with the Auditor’s Office (or three years of related experience), an employee is eligible to be promoted to an Accounting Tech II, with the approval of the Auditor, a satisfactory evaluation as an Accounting Technician I (if applicable), and budget availability.

Accounting Technician III

Upon serving three years as an Accounting Tech II with the Auditor’s Office (or five years of related experience), an employee is eligible to be promoted to an Accounting Tech III, with the approval of the Auditor, a satisfactory evaluation as an Accounting Technician II (if applicable), and budget availability.

- Salary upon hire is $25.32 to $27.15 per hour (step 1 through 3) depending upon qualifications.

- Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $32.22/hr.). The Accounting Technician II (Auditor) is Range 11 of the District Court, Courthouse & Parks Teamsters Union salary schedule.

Accounting Technician I

Maintain system vendor master file, including additions, deletions and changes. Ensures I-9 compliance and 1099 reporting.

Post daily cash batch from Treasurer’s cash

Maintains archive inventory for department records. Removes files and boxes for archiving at year-end per destruction schedule and assembles for easy retrieval.

Twice daily make an interoffice mail run and sorts to appropriate person in accounting.

Files hard copies of AP and cash tax. After year-end audit, destroys prior year hard copies.

Reconciles Laserfiche copies to Cayenta to ensure all transactions have been archived.

Provide and maintain an enthusiastic atmosphere of customer service with every professional contact.

Accounting Technician II

Reviews outstanding warrants with Treasurer’s office and either cancels or replaces warrants

Audits payment vouchers for accuracy and compliance with County code, state laws and federal regulations. Ensures compliance with applicable contract provisions.

Any AP batch that is missing support or the batch is in error is communicated with responsible department. Works with that department until that batch is compliant.

Processes accounts payable for the department of the Auditor and Jr District payroll..

Prepares check runs for accounts payable.

Initiates journal entries and intergovernmental transfers.

Assists with fixed asset maintenance.

Reviews outstanding warrants with Treasurer’s office and either cancels or replaces warrants

Reviews any questioned warrants from the bank (via treasurer) and accepts or rejects.

Performs Accounting Tech I duties as needed.

Accounting Technician III

Trains County employees for use of financial system and County procedures regarding accounts payable entry and use of purchase card software. Assists County employees with questions regarding accounting procedures.

Processes payroll for the Auditor’s office.

Maintains purchase card sign outs, replacing cards as needed and reporting fraud to the bank.

Reconciles purchase card purchases each month and ensures all support is received.

Assists with annual audit functions, such as preliminary grant review and preparing agency statements. Develops spreadsheets for analysis as needed.

Reconciles Petty Cash at year end from all departments. Investigates any unusual petty cash transactions or unusual shorts. Four departments a year with no notice have their petty cash counted. Departments are rotated.

Initiates, audits or approves journal entries and intergovernmental transfers.

Reviews internal controls as needed. Any changes are documented and communicated with departments.

Travel charges are reviewed on a regular basis and any extra days or meals are questioned when requested by employees.

Tests Cayenta upgrades and patches as needed.

Performs Accounting Tech I and II duties as needed.

Oversees and trains Accounting Technician I and II

Supervisory:

None.

OTHER JOB FUNCTIONS:

May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.
• High school graduate or GED.
• Associate degree in accounting or closely related field, preferred.
• Minimum two years’ experience collections, accounting, banking or related field.
• An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.

Accounting Technician II
• Must serve as an Accounting Technician I in the Auditor’s Office for minimum of one year to be eligible for promotion to an Accounting Technician II or have three years of related accounting experience and be recommended by the Auditor for promotion.

Accounting Technician III
• Must serve as an Accounting Technician II in the Auditor’s Office for minimum of three years to be eligible for promotion to an Accounting Technician III or have five years of related accounting experience and be recommended by the Auditor for promotion.

Requires knowledge of:
• Microsoft Word, Excel and Outlook
• Operation of standard office equipment including laser printers, fax machine, copy machine, calculator, computer and scanner
• Federal, State and local agency accounting laws, systems and requirements.
• Generally accepted accounting and payroll principles.
• Data processing and payroll systems, including financial, Excel, Word and with foreign system interfaces.
• Spreadsheet and word processing software.

Requires the ability to:
• Work with people in a courteous manner
• Maintain confidentiality and follow the judicial code of ethics
• Communicate effectively verbally and in writing.
• Effectively use keyboard and 10-key.
• Operate standard office equipment such as computer, copiers, fax machines, microfiche reader/printer, postage meter, and shredder.
• Organize work.
• Handle multiple phone lines.

Licenses and/or Certifications:

Valid Washington State Driver’s License.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed in an office setting and requires setting. Occasional lifting up to 45 pounds and ability to sit for long periods throughout the day.

Hazards:

Those present in a normal office environment.
