DIVISIONAL RESPONSIBILITIES:
1. Participates as a member of the Roads management team by providing input into Divisional organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Divisional policies, strategic initiatives, projects, and priorities.
SECTIONAL RESPONSIBILITIES:
1. Plans... directs, and schedules the maintenance, repair and upgrading of traffic control systems, devices, and street lighting; ensuring the highest level of service to Thunder Bay residents within the resources provided.
2. Assesses Unit staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
3. Supervises Unit staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline, and termination decisions.
4. Maintains a thorough knowledge of relevant legislation, regulations, and by-laws governing Municipal operations, and is responsible for compliance as it applies to Traffic Control and Street Lighting Unit operations.
5. Ensures the accuracy of time sheet and work order distribution codes; provides cost control on accounts.
6. Participates in the preparation of annual capital and operating budgets for the Unit; participates in budget administration and control to ensure budget compliance.
7. Investigates, reports, and takes appropriate action on claims for injury or customer complaints relating to the Unit.
8. Provides information and prepares reports, letters, and memoranda relating to significant developments; reviews major activities with the Manager.
9. Ensures the development and maintenance of inventories and records of the location, condition and upkeep of the infrastructure under the jurisdiction of the Unit for input into the Corporate Asset Management Plan.
10. Ensures insurance, equipment, procedures, and controls are in place to protect the Corporation from civil liabilities due to its facilities and operations under the jurisdiction of the Unit.
11. Develops and monitors policies and procedures for the Unit consistent with legislative requirements and Corporate objectives; ensures policies and procedures are clearly communicated to the staff, and Unit compliance.
12. Monitors the changing traffic control and street lighting environment, trends and issues, and recommends changes to service delivery, ensuring consistency with changing community needs and overall Division objectives.
13. Performs such other related duties as may be required.
Education/Experience:
• Degree or diploma in civil engineering, electrical engineering, or certification as a journeyman power lineman or licensed electrician; and
• Five years’ related supervisory experience, preferably in a unionized environment
• Demonstrated knowledge of the various components of human resource and financial management
Skills/Abilities:
• Must have the ability to supervise and instruct employees on traffic controllers and street lighting equipment
• Ability to communicate effectively and concisely, both orally and in writing
• Ability to establish and maintain effective working relations with members of City Council, private and public officials, subordinates, co-workers, and the general public
• Ability to identify, understand, and meet/exceed the requirements of internal and external customers
• Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills
• Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
• Ability to improve Sectional effectiveness and efficiency
• Proven conflict management abilities and mediation skills
• Must be proficient in the use of computers and current related software
• Must possess and maintain a valid Class “G” Ontario Driver’s Licence, or equivalent
• Must meet the definition of a competent driver as defined by the Corporation
• Competent within the meaning of the Occupational Health and Safety Act
• Must have a working knowledge of the Electrical & Utilities Safety Association rule book
Assets:
• Knowledge of traffic control and/or street light construction, operations and/or maintenance
• Experience with SAP software
• Knowledge of the functions of City departments
CONDITIONS OF EMPLOYMENT:
• Must remain a competent driver as defined by the Corporation
• May be required to provide a successful driver’s record (uncertified)
• Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
