Job Description...

Performs difficult professional work related to design, construction, and inspection of construction and land development projects, capital improvements and utility projects, and storm water management and environmental improvements. This position is responsible for reviewing development plans, plats, construction cost estimates, specifications, and construction unit pricing. This position also inspects and monitors construction projects, and approves/denies developer securities requests associated with public improvements. Work is performed under general supervision. May supervise technical and/or clerical personnel.

The hiring range for this position is $75,899.20 to $102,481.60.

The full salary range for this position is $75,899.20 - $129,043.20 to provide opportunity for growth and development.

Examples of Duties:
• Reviews subdivision, and other development review plans and specifications for local, state, and federal regulatory compliance;
• Reviews plans and specifications for a variety of County-initiated capital improvements, utilities projects, transportation, and other infrastructure for local, state, and federal regulatory compliance;
• Reviews developer security cost estimates for proposed public improvements;
• Provides technical review comments and participates in pre-application meetings with property owners, consulting engineers, and developers;
• Interprets various design standards and provides technical information to the public, County staff, and outside engineers and developers;
• Responds to citizen drainage complaints and requests for information, investigates drainage and flooding problems, identifies potential solutions and provides technical assistance for the public;
• Prepares public meeting packages for various boards, commissions, and committees and presents information in a public setting;
• Tracks progress regarding rezoning, Conditional Use Permit (CUP) applications, and the administration of proffers;
• Inspects development construction and prepares reports on status of completion and work remaining;
• Provides project management for a variety of County-initiated projects including capital improvements, drainage related improvements and repairs, Dam Safety improvements, and stormwater management facility retrofits and best management practices in support of the County’s Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan initiatives;
• Prepares scope of work, reviews proposals and bids, coordinates with on-call consultants and contractors on a variety of drainage-related and stormwater management projects;
• Works with various County departments, to include the Department of Planning & Zoning and the Department of Capital Construction;
• Prepares and maintains technical files for related projects.
• Performs related tasks as required and as assigned.

Typical Qualifications:
• Thorough knowledge of modern principles and practices of civil engineering;
• General knowledge of design, construction, inspection, maintenance, and cost estimating related to public improvements;
• Thorough knowledge of land and engineering survey systems, methods, and techniques;
• Ability to prepare technical reports pertaining to engineering projects;
• Ability to establish and maintain effective working relationships with associates, official consultants, and the general public.

Supplemental Information:

Requires a Bachelor’s Degree in Civil, Environmental, or Biosystems Engineering or related engineering field from an ABET-Accredited college or university and 1 to 2 years of experience -or- any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Progressive professional experience in the field of engineering and licensure as a Professional Engineer (PE) or Engineer in Training (EIT) is preferred.

Requires certification by the Virginia Department of Environmental Quality (DEQ) as an Erosion and Sediment Control Combined Administrator and Stormwater Management Combined Administrator (a “Dual Combined Administrator”) within one (1) year of employment.
