The City of Port Townsend is recruiting for two positions in our Public Works Engineering division. The positions may be filled at any of the levels described below, depending on qualifications. Complete job descriptions are available here.

Entry level - Civil Engineer (Engineer in Training)

Summary: Under general supervision from the City Engineer, this position is responsible for development and implementation of Public Works projects and the stewardship of city infrastructure working towards a sustainable future. The application of civil engineering principles and practices in the preparation of plans, specifications and estimates related to the design, construction and maintenance of these projects provides the core basis for this work.

Pay Range: $67,152-84,589 (2023 range)

Minimum Requirements:
• Engineer in Training Certification
• Graduation from college with a degree in civil engineering or closely related field
• Valid Washington State Driver's license

Civil Engineer II or III

Summary: Under general supervision from the City Engineer, this position is responsible for development and implementation of Public Works projects and the stewardship of city infrastructure working towards a sustainable future. The application of civil engineering principles and practices in the preparation of plans, specifications and estimates related to the design, construction and maintenance of these projects provides the core basis for this work.

Pay Range: $83,101-114,610 (2023 range)

Minimum Requirements:
• Licensed engineer in the State of Washington or the ability to obtain a license within 6 months of hire
• Graduation from college with a degree in civil engineering or closely related field
• Valid Washington State Driver's license
• (Civil Engineer II only) minimum of 3 years of experience as a licensed engineer
• (Civil Engineer III only) minimum of 6 years of experience as a practicing licensed engineer

Project Manager I, II, or III

Summary: Under general supervision from the City Engineer, this position is responsible for development and implementation of Public Works projects and the stewardship of city infrastructure working towards a sustainable future. Higher levels of the Project Manager role may include supervision of personnel. The orderly efficient and effective execution of projects is core basis for this work.

Pay Range: $81,994-104,808 (2023 range)

Minimum Requirements:
• Graduation from college with a Bachelor of Science degree in a related field
• Valid Washington State Driver's license
• (Project Manager II only) minimum of 3 years of experience
• (Project Manager III only) minimum of 6 years of experience

Deputy Public Works Director/City Engineer

Hiring bonus $6,000 for Deputy Public Works Director/City Engineer

Summary: Under the general direction of the Public Works Director, assists in planning, organizing, directing and supervising the activities of the Public Works department, including engineering, water resources, streets, sewer, stormwater, wastewater treatment, biosolids and fleet. Oversees the City's Capital Improvement Program to include the planning, design, and construction of capital and infrastructure projects. Oversees the public works development review process. Coordinates the activities of the Capital Projects Management Team. Serves as the City's registered professional Civil Engineer to review, stamp and sign engineering drawings on behalf of the City. Serves as the Acting Public Works Director in the Public Works Director's absence.

Develops and implements policies, procedures, and practices, including financial systems, to accomplish the objectives of the Engineering Division and the Public Works Department. Assures the efficient and economical use of City resources, including personnel, funds, facilities, grants, and time to accomplish short-term and long-range objectives.

Pay Range: $107,021-130,431 (2023 range)

Minimum Requirements:
• Bachelor of Science in Civil Engineering or related engineering program
• Six (6)+ years progressively responsible experience in civil engineering, at least four (4)+ of which are at a management and supervisory level. The ideal candidate will have experience in a public sector municipality or working as a consultant fulfilling the role of City Engineer.
• Demonstrated experienced with the design and construction of public works projects and management of capital construction programs.
• Licensed as a Professional Engineer in the State of Washington, or ability to obtain a Washington State P.E. license within 1 year.
• Possess a Washington Driver's License and maintain a driving record acceptable to the City's insurance carrier.
