Job PurposeTo coordinate activities in relation to monitoring the Service Provider with regard to Operations and Maintenance of the assets of Qatar Railway Company such as the Doha Metro Lusail Tram and Long-Distance railways To monitor that the Service Provider operates and maintains Qatar Rail s assets in compliance with the relevant O amp M manuals standard operating procedures and maintenance instructions ResponsiblitiesStrategic Supports the Senior Manager in establishing the strategy for O amp M monitoring as well as the annual inspections audit plans and related follow up sessions Meets the Key Performance Indicators and Department objectives agreed with the Senior Manager Representing Qatar Rail on O amp M monitoring matters internally Safety This is a Key Safety Management PositionO amp M MonitoringAudit and inspect the Operator amp Maintenance Contractors for the purpose of maintaining the Safety CertificatesShares with the relevant stakeholders good practice for O amp M and... supports Qatar Rail in ensuring that the Service Provider complies with the assets O amp M documentation e g operating procedures and maintenance instructions manuals Supports Qatar Rail in complying with the Regulator s Safety Certificate Conditions for O amp M Undertakes the Safety assessments of the Requests for Changes associated affecting O amp M Operational Takes full responsibility with regard to provision of expert regulatory support for Qatar Rail procedures processes on risk management and standardsDevelops and recommends best industry practices with regard to O amp M of railway assetsAudits and inspects the Operator amp Maintenance ContractorsInterfacing with contractor teams on Operations amp Maintenance issuesComplies with all Qatar Rail Company Management System CMS policies plans and proceduresPerforms and carry out other duties as requested by the Senior ManagerWith regard to requests for changes assessing that changes to Maintenance Engineering and Safety of Operations activities are undertaken as described by Common Safety Methods Yellow Book and EN50126Providing assistance in the assembly and review of bid documentation with regard to O amp M Engineering Financial NonePeople Provides guidance in the O amp M monitoring processes for the Metro the Light Rail and the Long Distance projects and ensures close cooperation between all stakeholders to achieve an effective and smooth approval process Accountablities The job holder is accountable for timely delivery of the intended QSHESE objectives and to ensure that schedule and performance issues are addressed within the department ensuring viable action plans are put in place and followed to completion Provides guidance supports and liaison with the Service Delivery Provider consultants and subject matter experts with regard to Operations and Maintenance EducationBachelor degree in EngineeringProfessional Training Formal or hands on training in railway O amp M quality and project management is required ExperienceMinimum 10 years experience in maintenance management and or monitoring as well as achieving O amp M approvals from Railway Regulating Authorities Extensive experience in railway assets Operations and Maintenance of railway projects railway engineering construction and bringing maintaining assets into use Experience of building relationships with and influencing a range of people at all levels within and outside the organisation
