Senior Manager, Technology Operations is the accountable leader for all applications and services in digital health operational portfolios. The candidate will be the key implementer and operationalist for all healthcare devices, solutions and applications including product identification, standardization and enterprise... management to improve safety, quality, financial position and operational excellence at NEOM. The role will also ensure a high quality of technology service delivery commensurate with the needs of NEOM health system.

Key Accountabilities & Activities:

Reports to the Director of Digital Health on operations and growth strategy to build clinical informatics program and enhancing informatics capabilities including high-performance computing infrastructure, budgeting, recruitment, resources for clinical and enterprise programs.

Lead, guide, and develop the Operational Technology (OT) team, including but not limited to mentoring, setting goals, supporting career development, and providing ongoing training.

Supervise engineers, technicians and external contractors during system development, implementation, installation, and start-up activities.

Manage sector ICT architects, Digital strategy, disruptive technologies, and address operational concerns.

Help with organization privacy policies and environment, social and governance practices. Expertise in contract management with vendors and partners. Investigate new product domains, acquisitions, and strategic partnerships.

Build and manage strategic internal and external relationships to expand existing medical projects, develop new opportunities, facilitate work and achieve business goals.

Take an active role in data interpretation, manuscript, and presentation development. Serve as a resource to others performing this work. Lead the creation of best practices, resources, and tools that enable new analytical capabilities.

Constructing and manipulating large electronic health, environmental, biotechnology and other sort of clinical and health datasets and academic datasets, knowledge in domain modelling, relational database design, programming language(s), data transfer methods, and electronic health record and health care claims standards and/or analytical techniques used in research programs.

Build and manage strategic internal and external relationships to expand existing medical education projects, develop new opportunities, facilitate work and achieve business goals.

Support the Digital Health Director in building and maintaining relationships and establish working relationships with relevant internal and external stakeholders

Support in inter-sectoral meeting providing and gathering input as it relates to strategy, planning, risks, etc.

Grow a team that can quickly build subject matter expert for the intended deliverables and strategies

Support future Data Science vision for HWB Data Science as a key member of the HWB Data Science Leadership Team and Data Science Leadership Team across the sector

Developing and implementing IT policies and procedures

Managing the budget, team members, services providers, and resources for the IT department

Ensuring the security and privacy of company data per applicable regulations and standards

Overseeing the deployment, monitoring, maintenance, development, and support of all IT systems, including servers, PCs, operating systems, telecommunications, and enterprise software applications

Support in the development of business cases across multiple scenarios, including for business lines, subsidiary companies, assets, joint ventures, etc.

Support in the development of the long-, medium-, and short-term technical, resources and financial forecasts for divisions and sector

Where appropriate and required for Customer Success, providing direct oversight to the project team during the full lifecycle of the engagement, acting as the escalation point for both the customer and Salesforce delivery teams

Support the in develop of annual budgets with divisions and manage related monthly reporting activities (e.g., accruals, budget tracking, etc.)

Drive external and internal cross functional collaborations to find the most effective data management solutions

Develop and implement data management analyses and tools and pipelines

Support training of team and bench scientists in data management and analyses processes, including verification of data quality

Similar prior experience is a must.

Experience in the development of technology business cases across multiple scenarios, including for business lines, entities, and joint ventures, etc.

Support in the development of the long-, medium-, and short-term technical forecasts for divisions and sector

Ensure the sector financial model, including relevant scenario planning and modelling, is always updated

Manage solutions developed and related documents to ensure technical requirements for the proposed developments are aligned to financial forecasts and the greater digital health eco-system

Support the in develop of division annual budgets with divisions and director related monthly reporting activities (e.g., accruals, budget tracking, etc.)

Work with sector members to understand and deliver their technical needs acting as internal expert on the design options, processes, and system integration

Background, Skills & Qualifications:
• Master’s degree with 8-10 plus years of experience, or PhD degree with 5 plus years of experience within healthcare or related life science field.
• Leadership experience
• Experience in ICT and Cloud applications and solutions is a must.
• Excellent communication skills and ability to build strong relationships.
• Excellent influencing and collaboration skills working across with other senior leaders globally
• Ability to serve as “translator” between scientific problems to data science solutions and to lead others to learn this skill
• Ability to apply expertise to sophisticated problems, problem solving and quality focus
• Experience in the development of predictive analytic solutions using predictive analytics tools like: R/Python/SAS and SQL.
• Familiarity with business intelligence tools.
• Demonstrated experience applying data science methods to real-world data problems.
• Master’s degree in computer science or close related f=field is a must
• Minimum 8-10 years’ experience in a similar position
