About the Opportunity

Currently, we are seeking a full-time General Manager of Community Services to join our team in Squamish, BC.

At the District of Squamish, General Managers possess and demonstrate strategic thinking, long-term visioning, and innovative problem solving, and bring a business focus to the delivery of service. These core leaders motivate employees to achieve their best and grow in their careers.

Reporting to the Chief Administrative Officer, the General Manager of Community Services leads Public Works, Recreation, Arts and Culture Services, Facilities Management, and Facilities Planning and Construction, this position works closely with the other members of the Core Leadership Team to achieve the overall vision of the organization and the community.

Key accountabilities include, but are not limited to:

Leading the development of the departmental capital and financial plans, as well as the overall long-term financial plan in collaboration with the General Manager team and senior managers
Assisting other departments, agencies, community groups, property owners, associations, clubs, and the public as necessary and attending public meetings as necessary
Establishing, monitoring, and maintaining good working relationships with all external and internal stakeholders on behalf of the district
Aiding teams in pursuing funding and service delivery options within the portfolio, including grant applications, procurement options, and partnership opportunities
Developing and enhancing standards, policies, and operations to position the District as a leader in the sustainable delivery of community services
Breaking down complex problems into component parts or issues by using several analytical or creative techniques
Analyzing patterns and trends with complex learned concepts and adapting existing frameworks to approach situations differently
Identifying the potential implications of decisions/solutions for all affected stakeholder groups, which may include different departments and areas within the organization
Investing significant time in developing others as well as allowing them the freedom to do a task in their own unique manner, in order to develop their own unique characteristics
Taking action to ensure others align with the organization's mission, core values, goals, agenda, culture, tone, and policies, and creating the optimum climate for them to succeed
Providing leadership by example; modelling the behaviour desired of employees and aligning personal behaviour with that of the organization
Approaching issues/needs/problems from a long-term perspective
About You

To qualify you will need at least 7 years of progressive experience at a senior management level, ideally, in local government, as well as a degree in Public Administration, Business Administration, or a related field. Post-graduate studies in management and leadership (MBA) would be considered an asset. An equivalent combination of education, training and experience will also be considered.

The following skills are essential to success in this role:

Extensive knowledge of the Local Government Act, Community Charter, and other Acts, regulations, and bylaws relevant to local government
Knowledge of Provincial legislation and Regulations that affect specific policy decisions of the District
An in-depth understanding of best practices and principles in advanced business management
Exceptional and proven leadership capability in the areas of public works, recreation, arts and culture services, facilities management, and facilities planning and construction
Familiarity with the District's strengths, opportunities, challenges, and culture
Proven negotiation skills and excellent interpersonal and communication skills
Strong analytical and problem-solving skills and the ability to manage conflict effectively, as well as budget preparation and administration skills
Experience creating effective systems to manage workflow and leading high-performing teams
Exceptional ability to build effective relationships with diverse stakeholders, including senior staff, employees, elected officials, First Nations, and other agencies
Expertise in providing sound advice and writing effective reports and recommendations
Flexibility and the ability to handle a diverse and complex workload
Valid BC Class 5 Driver's Licence
You must be Bondable
