Call for Consultancy Services: Monitoring and Evaluation

FHI 360-Ethiopia Country Office is recruiting for short-term consultants to participate in a study that is being undertaken by the Amhara Regional Health Bureau with support from FHI 360 under the PROGRESS project. The consultants will conduct survey data collection, in-depth interviews and Focus Group moderation for a study that will be conducted in Amhara region. The main objective of this study is to identify the relationship between levels of exposure to front line workers (FLWs) comprised of Health Extension Workers (HEWs), and community health workers (CHW) and postpartum contraceptive uptake using a representative sample of women from the Amhara Region and a systematically selected sub-sample of FLWs. Findings from this study will be used to develop recommendations for ways in which to improve demand for... postpartum family planning services and assist Ethiopia in achieving MDGs 4 and 5. Field work is expected to commence on or about September 25th, 2012. We are particularly looking for data collectors who are already based in Amhara and have experience in the different components of this study (Survey data collection, In-depth interviewing and Focus Group Moderation). Successful candidates will work under the supervision of PROGRESS Project M&E Technical Officers and Amhara Regional Health Bureau. Shortlisted candidates will be interviewed and those who are successful will be expected to undertake four days training and a pilot test prior to the start of fieldwork.

Applicants should clearly indicate what component of the study they are applying for i.e 1) survey data collection; or 2) Focus Group Moderation and In-depth interviewing. Please note that only qualified candidates will be contacted for interview.

Roles and responsibilities

Specific scopes of work will be provided to the successful candidates at the time of appointment. Experienced candidates with multiple skills of interest stand a higher chance of being selected. The successful candidates will undertake the following activities:

· Participate in the training that will be undertaken by FHI 360 and the Amhara RHB officials

· Develop fieldwork plans with the PROGRESS project M&E officers and Amhara RHB

· Identify correct respondents in line with the study guidelines

· Collect data at Kebele level among post-partum women, health providers and other key informants

· Undertake necessary activities to ensure a very high level of data quality

· Transcription of FGD and in-depth interview

· Prepare summary field activity reports

Qualification and experience requirements

· Social sciences, public health, nursing degree/diploma or other relevant field

· Over one year experience in the study option applied for

· Ability to work in rural and urban settings, and willingness to travel to remote locations

· Excellent oral and written skills

· Ability to work within tight deadlines

· Fluent in written and spoken Amharic and English. Knowledge of other Ethiopian languages will be an added advantage
