Introduction and Background to the Programme The Civil Society Support Program Phase 2 (CSSP2) is a capacity development programme designed to support the development of Ethiopia’s civil society to “contribute to inclusive and accountable governance; and an improved environment for the promotion and protection of the human rights of all Ethiopians”. To achieve this grand objective, the programme has identified four thematic areas (gender transformation, young people and citizen-state engagement, conflict, and peacebuilding) and has taken a human rights-based approach as its key strategic approach. In addition to funding local CSOs, the programme provides technical and capacity development support through various means to CSOs, Networks, Coalitions, and Consortiums. CSSP2 is funded by the people of United Kingdom, Ireland, Sweden, and Norway. The value of the fund is approximately £24.5m for programme and its duration is extended to August 2023. To provide closer support to CSOs, the programme has regional and roving Hubs in addition to its secretariat base in Addis Ababa. Grant making is one of the key programme strategies to support CSOs to invest on issues and mechanisms that create an enabling environment in which there is an increasing space for constructive dialogue ‘and requisite action’ between citizens and government on issues of common concern. Through a rights-based approach (RBA), the programme gives particular emphasis to poor women and men and girls and boys affected by social marginalisation, geographic remoteness, under resourcing and overlooked development issues all over the country. As part of its Capacity development, a mechanism of ensuring the quality of activities accomplishments and as a means of enduring the effective and efficient utilization of the financial resources, mechanisms of creating accountability for the implementing organizations, CSSP2 conduct supporting monitoring for its grantee CSOs. Purpose of this call for proposal The British Council wished to engage professionals with the expertise of provide Monitoring, evaluation, learning and capacity development consulting services with specific interests of providing capacity building support for the grantee CSOs and conducing field-based results harvesting activities for projects from all over the country. The service providers are expected to travel provide technical back and knowledge sharing for civil society organization funded CSSP2. The expertise is mandated to collect data, analyse data, and show the changes and results achieved through the delivery of the project activities. The consultants are expected to be engaged more on identifying most significant change achieved and producing evidence for the results achieved by the CSOs focusing on the four thematic areas of CSSP2. The consultants are expected to work at least five days per week in the operation areas of the CSSP2 hub portfolios. CSSP2 hubs are in Dessie, Hawassa, Dire Dawa and Addis Ababa covering the geographic areas encompassed under the CSSP2 Hub offices. The consultants are expected to report to the Hub Managers of respective Hub Offices of the CSSP2 with possible matrix relationship with other CSSP2 thematic departments. The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the process for submitting a proposal in response to this RFP (“Proposal”). Objectives of the Consultancy The British Council wishes to engage a suitably qualified Capacity Development and Monitoring and Evaluation consultants to support implementation of the mentioned activities to partners/grantees covering the period from 1st April 2023 to 31st of July 2023.
