CHILD SAFEGUARDING:
Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process of staff.

ROLE PURPOSE:
The HR Officer will support the HR Unit to ensure that recruitment policies and procedures are followed with no interference, corruption or nepotism. S/he will assist the unit lead to ensure that correct documents are filed for each member of staff, and that staff are aware of key policies and procedures in relation to the Code of Conduct, Child Safeguarding and Global Anti-Harassment. Policies S/he will guide others on the meaningful use of ‘Develop to Perform’ performance management system. Where required, s/he may be required to lend support to initiatives that impact the office, including the... roll-out of Oracle and the implementation of learning and development strategies.

KEY AREAS OF ACCOUNTABILITY:

Recruitment Related Responsibilities

- Ensure that the recruitment cycle is followed properly with zero interference and correct documentation according to SCI policies and standards.
- Provide advice and assistance to Hiring Managers on appropriate recruitment processes, interview plans and the organisation of mixed-gender interview panels.
- Organise test processes and/or chair interview panels.
- Ensure that correct documents are shared with the Country Office for review and senior-level approvals.
- Ensure that all external vacancies are advertised on ACBAR.
- Develop and maintain a standby roster for community-based staff (e.g. enumerators, teachers and medical personnel).
- Support the HR unit to update recruitment trackers at the provincial level.
- Ensure that all personnel files have a completed document checklist with up-to-date documentation including contract, cover letter, CV, diploma, application form and all related documents
- Ensure that all personnel files are securely stored, well-organised and placed in a locked container
- Ensure that women are given equal opportunities in the recruitment processes, and that Hiring Managers are making efforts to increase recruitment of women in the office. Learning and Development Related Responsibilities

- Support the organisation of group inductions for new joiners on mandatory topics including the Code of Conduct, Child Safeguarding and Fraud Awareness.
- Where required, present inductions on HR-related topics during staff inductions.
- Ensure that all staff are highly aware of internal policies and acceptable behaviours in the workplace.
- Ensure all staff are trained in Oracle and other SCI HR systems.
- Provide guidance and support to staff on the ‘Develop to Perform’ system to ensure that all staff complete mid and end-year reviews on time and to quality.
- Ensure that all personnel files are securely stored, well-organised and placed in a locked container.
- Support the HR unit to update leave balance trackers for all staff.
- Ensure the capacity building tracker is updated regarding core SCI trainings for staff. Compensation & Benefits

- Track new joiners and leavers and ensure they are added in the staff payroll
- Track staff benefits and allowances and ensure they are managed in the monthly payroll and necessary adjustments are made
- Support the L&D Coordinator in preparing the payroll for regular staff and CB staff
- Prepare staff reports and maintain active list of staff as required
- Provide support on response to audit queries and work closely with office. Miscellaneous:

- Ensure that female staff meetings are given the space and respect to take place.
- Promote the inclusion, empowerment, and promotion of female staff as equal colleagues within the workplace.
- Assist the Head of Office in ensuring that staff adhere to SCI office etiquette and professional standards.
- Any other tasks assigned by supervisor.
- Check and follow up on attendance sheet to ensure that absenteeism is recorded. BEHAVIOURS (Values in Practice)

- Undergraduate degree from BBA, Public Administration. EXPERIENCE AND SKILLS
Essential

- At least 2 years of experience
- Undergraduate degree in relevant field
- Good communication and interpersonal skills
- Ability to work as a team player
- Experience in managing small teams of administrative staff
- Ability to keep sensitive information confidential
- Fluent in Pashto and/or Dari with skills in English
- Good self-starter with effective time management skills and high levels of organisation
- Strong skills in coordinating and collaborating with others in partnership
- Positive, solution-driven, respectful and with a ‘can-do’ attitude
- IT skills (e.g. Word, Excel, Powerpoint) Desireable

- Experience working in humanitarian emergencies across multiple areas of Afghanistan
- Previous experience in NNGOs/INGOs, UN etc.
- Ability and willingness to travel within Afghanistan Additional job responsibilities
