The Malawi Electoral Commission, “the Commission”, is a body created under Section 75(1) of the Constitution of the Republic of Malawi, to supervise, direct and preside over the conduct of all elections in Malawi. In accordance with Section 13 of the Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant positions that exist within its secretariat:

Job Title : Senior Systems Analyst

Grade : C5

Responsible to : ICT Manager

Purpose

To lead in the development and deployment of ICT systems and applications that facilitate the business of the

Commission.

Key Duties and Responsibilities:

The Senior Systems Analyst will be responsible for analysing and evaluating business requirements, consulting with personnel from various departments and identifying areas for the development of technical solutions to automate and/or improve business processes. Provides recommendations on new or enhanced systems... software, upgrades and modifications.

Acts as the project lead over MEC business automation projects; develops and monitors project budgets and resources; interfaces with clients to define ICT projects scope and review project activities, recommendations, and outcomes.
• * Leads in the development and realization of automation projects that support various operational levels of MEC.
• Analyses and evaluates business requirements, consult with personnel from various departments and identifies areas for the development of technical solutions to automate and/or improve business processes.
• Evaluates and balance the requirements/needs of multiple departments/divisions in identifying the technical solution that will best meet the identified needs.
• Trains, leads, and provides technical guidance to professional and technical staff assigned to business systems analysis.
• Directs the work of peers and/or subordinate professional Information Technology staff on assigned projects.
• Provides recommendations on new or enhanced systems, software, upgrades and modifications.
• Participates in developing strategic plans for systems/applications development for the Commission.
• Overseeing the development and maintenance of the MEC website.
• Development of Systems Documentation and User Manuals

Requisite Academic Qualifications and Experience Desired
• * Master of Science in Software Engineering or Computer Science or IT, or any IT related field.
• Scrum Master Certified (SMC)/Service Desk Certified (DC) preferred.
• Microsoft Certified Solutions Developer (MCSD) or Microsoft Certified Professional Developer (MCPD) or Microsoft Certified Technology Specialist (MCTS) preferred.
• A minimum of three yers of experience taking a leading role in systems analysis and software development both desktop-based, mobile-based and web-based-applications.

Core Competencies
• * Experience with Java GUI front-end development, SQL. Postgres, or equivalent database tools.
• Experience with Agile software development using JIRA.
• Experience in Multiple OS platforms.
• Knowledge of the TCP/IP protocol suite; security architecture, Networks, Databases and applications.
• Thorough understanding of the threat and attack landscape, attack vectors. vulnerabilities and how they are leveraged by malicious actors.
• Ability to learn quickly and work independently or as part of a team.
• Excellent knowledge of the software development life cycle
• Strong problem-solving and communication skills
• Knowledge of Object-Relational Mapping frameworks.
