NTU is currently implementing the EIB-financed project - Technical Assistance to the preparation and implementation of the Energy Efficiency project in the Republic of Moldova that has as objective to improve energy efficiency in public buildings, both municipal and state owned, across the country.

The overall objective of the assignment is to prepare the framework for effective communication and visibility of the Moldova Energy Efficiency project (MEEP), as well as EU and EIB efforts in Moldova with regard to climate.

The specific objectives of the assignment are:
• to update the EIB/EU Moldova Communication Strategy and Plan (climate pillar)
• to prepare the Project Visibility Plan, which will maximise visibility of the MEEP and sub-projects financed from it, within the given means provided by the budget.
• Development of communication products
• Implementation of the communication campaign
• Monitoring and assessment

Skills and qualifications:

• University degree in political... science, communication, PR, media, journalism, social science or other relevant subject

• Full working knowledge of English

• Excellent command of written and spoken Russian and Romanian

General experience:

• At least 10 years of relevant professional experience in communication and visibility activities, including at least 5 years of experience in Moldova

Specific experience:

• At least 5 years of proven professional experience in developing, implementing and monitoring communication campaigns in Moldova, as well as managing multi-stakeholder engagement processes, evaluating and reporting on the impact of the campaigns;

• At least 3 years of professional experience working in or with international organisations (EU, UN, IFI’s) in Moldova;

• At least one project experience on evaluating and reporting on the impact of information/communication campaigns

• Experience with managing multi-stakeholder engagement processes

• Knowledge of energy efficiency and climate adaptation is an asset
