Position Summary

The Communication Systems Manager is responsible for inspiring and catalyzing the improvement of best practices within Communication System discipline... ensuring that they are mastered effectively. They act as a privileged point of contact on complex subjects and take on an educational role so that their team can reach discipline excellence and deliver competitive solutions within a multidisciplinary environment. They are managers/coaches/mentor serving their team and offering a diverse and inclusive environment with Thales values. They are the guardians of an engineering discipline excellence in a learning environment to ensure behavior, capabilities, and outcomes of the team - which contribute to highly competitive realisations (Quality, Attractiveness, Cost, Lead time).

The Communication System Manager will be part of the Engineering department located in Ottawa, Canada and will provide communication system engineering support throughout the project execution cycle from specification and design, through development, integration, test and acceptance to integrate communication, navigation, sensor, and mission systems on commercial and military platforms.

Key Responsibilities

Discipline Management

The Communication System Manager organizes Communication Systems discipline and skills such as:
• Builds the Strategic Workforce planning
• Animates the discipline by bringing expertise and relying on recognized referents within Thales
• Manages business continuity
• Capitalizes and shares skills in an environment of employee mobility
• Recruits future talent and manages career plans / employee mobility in a short/medium/long term vision
• Supports the bid and projects by estimating costs and monitor the actuals and forecast costs against the baseline budget

Technical

The Communication System Manager also supports projects by bringing expertise in the communication domain and taking part to the overall System Engineering design as delineated below:
• Requirements elicitation and decomposition towards subsystem elements including subcontracted items;
• Requirements derivation and development for subsystem elements;
• Technical subcontract management including management of work scope and compliance of the (subcontractor) supplied solution;
• Development of the preliminary and detailed designs for system and subsystem elements;
• Production of technical documentation to capture the system and subsystem designs including the architecture, interfaces and installation elements;
• Support the development of verification and validation artifacts including plans and procedures;
• Implementation and integration of the system and subsystem designs; and
• Resolution of technical issues arising during the implementation, integration and testing of the system and subsystem elements

People Management
• Provides oversight and direction to a team of employees within the department in accordance with the organization’s policies and procedures.
• Coach, mentor, and develop staff

, including overseeing new employee onboarding and

providing career development planning

and opportunities.
• Leads employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment.
• Fosters a spirit of teamwork and unity among department members that allows for cohesiveness, support, and working effectively together to enable each employee and the department to succeed.
• Works with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.

Key Requirements
• Education: Bachelor’s degree in an engineering discipline or equivalent education with relevant experience.
• Experience: 7+ years experience in a Systems engineering environment and in managing high performing teams
• Technical/Specialized Knowledge: at least 5 years of professional experience in the design and integration of complex communication systems in the commercial and/or military domains.
• Certifications: P.Eng. or CET or eligible to obtain P.Eng or CET
• Language: English required
• Ability to understand key stakes, context, customer's needs and technologies about Communications / Radios including specificities concerning integration/ installation/ deployment.
• Ability to develop and agree project budgets by estimating costs, managing actual and forecast costs against the baseline budget and controlling costs by accurately analysing and managing variances
• Ability to orient solutions and estimations based on capitalized knowledge of the organisation
• Excellent communication (verbal & written) and interpersonal skills required to succeed on multidisciplinary teams
• Ability to implement Lean or Agile principles and methods in engineering teams, to identify, estimate and prioritise Customer Value, grow knowledge incrementally through test & learn approaches and track its delivery
• Recognized for ability to engage stakeholders at all levels of the organisation and externally with customers
• Strong business acumen and ability to identify and address issues within a complex business environment
• Ability to demonstrate self-awareness, to invest in the development of others and to encourage a culture of feedback

Key Qualifications
• Experience: In addition to the minimum professional experience specified above, experience in any of the following areas would be considered an asset:

communication systems including cryptos, radios, SATCOM and IP telephony (VoIP); networking; Electromagnetic Interference (EMI)/Electromagnetic Compatibility (EMC) (e.g. MIL-STD-461); and/or Emanations Security (EMSEC).
• Technical/Specialized Knowledge: Experience with naval systems is highly desirable
• Language: French fluency would be an asset
• Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR
• Requires a positive Controlled Goods assessment as you will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program
• Required to obtain and maintain a Security Clearance at the NATO Secret Level
