Job Purpose: 1. The Environmental engineer is responsible to manage the environmental compliance of the Shell Middle Distillate Synthesis (SMDS) site, including compliance with all environmental regulations and reporting, as well as stay abreast of proposed regulations and ensures plans for future compliance and provide permitting support for SMDS projects. He/she is responsible for the delivery of results, including safety, quality and cost for Environment department as well as coordinating objectives with other departments... This role is also responsible for skill pool management and development at the site.
2. The Environment engineer is expected to support the Environmental Manager for the leadership, deployment, and capability development of resources in the areas of environment to meet the plant’s business objectives. He/she is responsible to effectively drive the Environment section in developing and implementing effective environment activities.
3. This is a position that has technical and leadership responsibilities, and the holder is part of the extended Site Leadership Team (SLT) and is expected to support the organization towards achieving its yearly goals. Organization:
Environmental Engineer reports to the Qatar & GTL Operations Environment Manager within the one GTL HSSE Department. There are no direct reports. Principal Accountabilities:
1. Manage healthy interface with other departments within SMDS such as Production, Engineering, MTAC and Technology to ensure multi-discipline integration and alignment across areas and sufficient quality assurance and resource support to meet target.
2. Facilitate and maintain sound environmental policy with clear strategies and tactics that will deliver the aspiration of Goal Zero relative to environmental non-compliances & delivery of the Respecting Nature pillar of Shell’s powering progress strategy for SMDS.
3. Demonstrate visible leadership and commitment for environmental compliance, as well as drive a culture of Goal Zero in environmental performance improvement across operations, maintenance, and the technical departments.
4. Identify, implement, and maintain assurance processes that validate an effective site environmental management and HSS MS is in place.
5. Support or lead in HSSE assurance activities, including self-assessment, internal audits, environmental walks, ISO-14001/ISO14064/OHSAS18001 certification review and preparation of the annual HSSE assurance letter.
6. Develop and implement the Air, Water, Waste regulations and Shell HSSE & SP (Environment) programs to facilitate consistency and compliance across SMDS and ensures timely and accurate submittal of all required compliance reports, permit fees, investigation reports and environmental summaries.
7. Measure, analyze, report, and communicate site environmental performance and maintain records in accordance with regulatory, Shell record management or HSSE-MS requirements.
8. Perform the SERS submitter role for SMDS PMR reporting. Support in maintaining the SERS calculation model for SMDS.
9. Act as Contract Holder for Environmental monitoring and waste management contracts, contractor management for environment related activities.
10. Ensure the environmental contracted company complies fully with the Labor Laws, HSSE & SP CF (Environment), HSSE Life Saving Rules (LSRs), HSSE Plan, HEMP, Contractor performance evaluation via KPIs, Contract revisions and renewals.
11. Facilitate Environment Aspects and Impacts and maintain the Aspects and Impacts register.
12. Identify legal/corporate/community/other requirements for environment and maintain or develop plans to maintain compliance.
13. Ensure that all environmental incidents are properly investigated, closed out, learning from incidents are communicated and embedded in processes/procedures to prevent reoccurrence.
14. Engage regulatory agencies in support of the business to address complex and technically challenging regulatory and environmental issues impacting the business license to operate.
15. Monitor proposed changes in environmental and regulations and working with regulatory agencies on environmental issues to assure regulatory compliance and minimize legal liabilities.
16. Act as the environment function lead for plant turnaround events.
17. Uphold the HSSE Vision and Purpose, as well as support people competency/training and management of the Environment function’s staff and contractors.
18. Support the environment manager in effectively managing section budget, identify and implement cost effectiveness/improvement opportunities. Other Specific Accountabilities:
1. Emergency Response
• HSE Role in the Emergency Response Team (ERT); Oil Spill Response.
2. Shell Assurance
• Certified Auditor for HSSE & SP; EMS & ISO14064.
3. Legal/Statutory
• Certified Environmental Professional in Schedule Waste Management
4. Primary Interaction
• Interact with internal stakeholders, including SLT, ELT and other department and section leaders.
• Provide updates to Environment Manager. Key Challenges:
1. Actively support quality implementation & sustainability of agreed plans/actions to achieve the goals of Respecting Nature and provide assurance to senior management.
2. Must have the ability to work effectively, both independently and as part of a small team. This position requires the individual to be a strong champion for improving Environmental performance within the business.
3. Identification and implementation of cost improvement initiatives for waste disposal. Job Knowledge, Skills & Experience:
• Recognized degree or higher qualification in Engineering or other related field.
• Minimum 7 years of experience in Environmental operations, operational HSE, project HSE or process safety roles.
• Experience in implementing HSE requirements, integrating HSE requirements effectively into business processes and delivering HSE training, performing HSE audits and supporting incident investigation.
• Experience in demonstrating strong regulatory and environmental technical experience, including engaging state and federal agencies on a variety of regulation and compliance challenges.
• Experience in working with regulatory and environmental professionals.
• Experience in demonstrating a sound understanding on ISO14001 and ISO14064.
• Experience in demonstrating understanding of environmental management, including scope development, planning, scheduling, and execution.
• Experience in demonstrating a sound understanding on air, water, waste, and regulatory compliance programs in Malaysia.
• Experience in demonstrating a sound understanding on internal reporting and data management programs.
• Experience in demonstrating competence and understanding of environmental rules and regulations.
• Experience in developing and implementing environmental management systems and developing long-term environmental strategies and plans.
• Experience as a strong champion for improving HSE performance within the business and LEAN activities
• Experience in demonstrating excellent communication skills and building relations with external stakeholders. Key Competences:
