• This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
• PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.


Under the direct supervision of the PAHO/WHO Representative (PWR), and in consultation and coordination with the Communications Department (CMU) in Washington, DC., and the PAHO subregional Caribbean Office in Barbados, the incumbent is... responsible for, but not necessarily limited to, the following assigned duties:
• Plan and produce diverse activities and content covering these five focus areas of PAHO/WHO’s Communications in Haiti: a) news, social media and website communications; b) donor and project communications; c) public health emergency communications; d) organizational reputation risk and crisis communications; and e) advocacy and storytelling communications for key campaigns and events of PAHO/WHO in Haiti and the Caribbean subregion;
• Advise and assist the technical teams and the subregional counterparts to identify and produce success and impact stories that skillfully and persuasively communicate the importance and outcomes of PAHO/WHO’s work across all areas of its technical cooperation with the national Ministry of Health (MoH) and other relevant sectoral actors, partners and stakeholders within and outside of Haiti;
• Develop and deliver a new five-year PAHO/WHO-Haiti Communications Strategic Plan, to promote and protect the Organization's positive visibility, reputation, relationships and overall effectiveness within Haïti and externally with key PAHO/WHO stakeholders, donors and peer agencies;
• Plan and manage all organizational communications activities in Haiti with national and international news media as/when deemed appropriate by the PWR – including drafting and dissemination of news releases, talking points, press briefings and spokesperson interviews to position the Organization on a positive and timely basis in Haiti and abroad;
• Manage the in-house or outsourced production of PAHO-Haiti publications, technical reports, newsletters, and other products as needed to meet required standards for branding, accuracy, content and impact;
• Advise and support PAHO-Haiti technical units to deliver regular and quality updates, reports, photos and outreach materials on key program and project activities and outcomes;
• Act as focal point for the Communications/Press Office of the national MoH and other United Nations System Agencies with regard to joint activities, products, and communication activities, as well as with the Communications Team in the PAHO Subregional Office in Barbados and the Communication Department (CMU) at PAHO headquarters;
• Cultivate external contacts and media networks with targeted grassroots, nongovernmental and international organizations, private companies, decision-makers, members of donor and academic communities, and the mass media -- to help build a positive image for the Organization and inspire higher levels of trust and support for its activities and achievements;
• Plan, produce and update the social media accounts and website pages of the PAHO/WHO-Haiti Office, with close support and direction of the PAHO Communications Department (CMU) and close collaboration with the PAHO Caribbean subregional office;
• Support the PAHO-Haiti PWR and, as necessary, the PAHO Caribbean subregional office with key events and meetings requiring prepared messages, presentations, talking points and other communications support;
• Liaise with and advise the Haiti MoH on the planning and dissemination of important communications and campaigns designed to protect and promote public health in both emergency and non-emergency settings and contexts;
• Provide technical cooperation to strengthen communications of the Ministry of Health (MSPP) through the UCRP (communication unit in the MOH), including its collaboration with the health emergency unit (UNGUS), its active participation in the MOH crisis cells and its capacity in risk communication;
• Provide technical support to the MSPP to develop a communication plan for different types of crises and to prepare in advance for specific types of crises;
• Support the MSPP to develop and pilot a communication network in coordination with the Sanitary Departments in a way that ensures coherence and consistency in communications between levels of the system and with the Civil Protection General Directorate (DGPC), health institutions and health professionals;
• Create engaging and emotive photo and video stories for key projects, campaigns and initiatives of the PAHO-Haiti Office as well as relevant subregional initiatives, with support from PAHO-CMU, to ensure their optimal outreach and impact with key stakeholders, partners and audiences in Haiti, the Caribbean subregion and internationally;
• Coordinate translations of documents in English, French (and possibly Creole) and review to ensure their editorial accuracy and cultural correctness;
• Identify opportunities for local and international dissemination of documents created by PAHO-Haiti, including for outreach to the Haitian diaspora and donor countries (if applicable);
• Ensure that all project communications conform to PAHO/WHO branding requirements;
• Perform other related duties, as assigned.


• Essential: A bachelor’s degree in journalism, communications, public relations, media, marketing or any field related to the functions of the post, from an accredited university.
• Desirable: Training in risk communication, social mobilization, and/or health promotion would be an asset.
• In the event that your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. WHO, only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU) / United Nations Educational, Scientific and Cultural Organization (UNESCO).

• Essential: Seven years of experience in journalism, communications, public relations, media, marketing or a related field with demonstrated writing and reporting skills and experience in content production.
• Desirable: Experience working under difficult conditions (e.g. war, insecurity, gang violence, political unrest). Experience in the UN System or other international organization. Experience in risk communication, social mobilization, and/or health promotion communication would be an asset.

Technical Expertise:

• Essential: Very good knowledge of French and English. Knowledge of Spanish and/or Haitian Creole would be an asset.

IT Skills:
• Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and Adobe Master Suite. Other IT skills and knowledge of software programs such as 3D visualization modeling and digital social media products development Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
