The Regulatory Affairs, Quality, & Safety Manager functions as the technical expert for regulatory affairs, quality, and safety matters for the Animal Nutrition Division with locations in both US and Canada. This individual will lead initiatives to develop processes, procedures, and systems to meet regulatory, quality, and safety requirements while striving to enhance efficiency across departments. Further, the individual will direct investigations related to product quality and supplier compliance and make decisions based on quality indicators. The Regulatory, Quality, & Safety Manager will interpret regulations to develop strategies in order to obtain regulatory approval of new opportunities and to maintain compliance of existing product lines. This individual must stay up-to-date on the regulations affecting the business and communicate the resulting changes as appropriate. The Regulatory, Quality, & Safety Manager will oversee regulatory and quality requests from internal and... external stakeholders and lead a team to manage all regulatory and quality information. The Regulatory, Quality, & Safety Manager is responsible for upholding our Company’s strong Health & Safety culture, through the development, communication, implementation, and evaluation of a comprehensive range of employee health and environmental, health & safety (EHS) programs and services.

Safety Compliance:
• Focus on EHS compliance as an overriding expectation
• Establish effective leading and lagging indicators to monitor EHS performance and risks.
• Lead continual improvements in EHS performance and risks by identifying actionable insights from various sources, including key performance indicators, incident reports, audits, etc.
• Assist in the development, modification, and implementation of Barentz’ EHS policies, procedures, and programs
• Review EHS legislation, and provide amendments, and best practices to optimize occupational policies and programs
• Investigate accidents thoroughly and effectively, and then respond appropriately as required, including communicating to, training, and following up with supervisors and employees
• Ensure all corrective actions are properly completed, implemented, and documented in a timely manner
• Liaise with Worker Compensation (WSIB/WCB and insurance providers) on all claims, including managing appeals where appropriate
• Develop, arrange, and present safety orientation and training for all new employees, existing employees, and visitors to ensure complete and effective understanding of potential risks and expected behaviors within the company
• Assist in the maintenance of the training matrix requirements, maintain records of all EHS related training and assist in the development of rollout programs
• Develop and manage internal EHS audits of the company, including risk assessments, at varying levels, and act as a trainer/advisor to internal auditors, as required.
• Ensure the documentation and retention of all EHS related records for the prescribed time limits
• Act as Certified Employer representative and co-chair of Joint Health and Safety Committee (as assigned), assist in the coordination of JHSC activities in Canada.
• Other duties as assigned.

Regulatory & Quality Compliance:
• Interpret and use regulatory and quality guidelines to benefit the company through various stages of the supply chain.
• Generating improvements to the company’s quality management system (Responsible Distribution™).
• Working with Operations to develop controls for managing risk related to suppliers, customers, and internal operating activities.
• Supporting division by implementing quality programs to better evaluate product suppliers for compliance and to manage risk.
• Supervising and directing the Quality Supervisor and Technicians in support of procedural improvement as part of the regulatory program to ensure regulatory requirements and industry standards are followed.
• Supporting customer and supplier questionnaires and other technical requests. Also includes authoring and issuing of compliant labels and safety data sheets (SDSs) according to regulatory requirements and ensuring document controls are performing as intended.
• Managing company certifications and licenses (HACCP, SQF, RD, CFIA, FDA, etc.) and leading third party and government regulatory audits.
• Regularly evaluating company systems to ensure they are operating as intended. This involves providing feedback to senior managers regarding potential control issues and offering suggestions for improvement.
• Ensuring a proper evaluation of products is conducted for compliance with workplace, transportation, and end-user specific application legislation/legislative bodies including:
• U.S. Environmental Protection Agency, U.S. Occupational Safety & Health Administration (OSHA), U.S. Department of Transportation, U.S. Food & Drug Administration, etc.
• Canadian Environmental Protection Act, 1999, Hazardous Products Act. Including compliance with WHMIS, 2015 (GHS), Transportation of Dangerous Goods Act, Canadian Centre for Occupational Health & Safety (CCOHS), Canadian Food Inspection Agency (CFIA), etc.
• Working with sales and marketing teams to ensure ingredient listings and/or recommendations and product claims align with regulatory requirements and guidance documents, such as the CFIA Industry Food Labelling Guide, GHS, and WHMIS.
• Investigating quality issues to identify and correct root causes and make decisions based on quality indicators.
• Investigate and facilitate the resolution of quality-related non-conformances and determine corrective actions. Follow up with internal departments and external suppliers as needed.
• Review non-conformance trends to identify potential quality issues with suppliers. Follow up with appropriate departments to implement corrective actions.
• Ensure that non-conformances are addressed in a timely manner.

Personnel Management:
• Conducts regularly scheduled performance reviews with direct-reports to provide ongoing feedback and support in their career objectives.
• Assist direct-reports in decision making and helping them achieve company goals.
• Acts as a mentor to direct reports on quality, regulatory and EHS programs and policies.

Other Duties and Responsibilities:
• Industry Association Participation (Responsible Distribution Canada)
• Attendance at RDC semi-annual meetings and special events.
• Outside training and skills development relating to regulatory, project management and quality assurance.

Required Knowledge and Skills

· Computer skills using Microsoft Office (Outlook, Word, Excel, PowerPoint).

Education and Experience

· Bachelor of Science in Chemistry, EHS, or related discipline. Master of Science preferred.

· Post-graduate certification in safety, regulatory affairs, and/or quality operations an asset.

· Safety experience in manufacturing environment.

Working conditions

· Standard office working conditions.

· Travel is required approximately 1-2 times per month to either New Hamburg, Ontario or Rosemont, Minnesota.
