THE OPPORTUNITY
The Energy Manager reports to the Executive Director of Facilities Services and performs short-term and long-term project management of the District’s Energy Management Program (EMP) and related HVAC maintenance needs with a focus on equipment energy efficiency, indoor air quality, and utility cost management. The Manager works closely with staff in the Office of the COO including, but not limited to: all Facilities Staff, Trades Staff and District consultant teams to monitor daily HVAC performance in school buildings and administrative facilities. The Manager supports the Executive Director of Facilities Services and implements Energy Management Program initiatives authorized by the Cleveland Board of Education through the Office of the Chief Executive Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Respond to daily HVAC maintenance/repair requests and manage deployment of District resources and term vendors to address maintenance and equipment failure/poor performance issues. The Manager is in daily contact with the Executive Director of Facilities Services, Facilities Managers, Trades Foremen and Custodians to trouble-shoot immediate issues and identify opportunities for collaborative problem-solving.
• Create work orders, manage deployment of resources and monitor Asset Essentials Dashboard on a daily basis and oversee close-out of HVAC-related and Energy Management (EMP) project work orders
• Assist with the selection and management of a diverse group of third-party vendors for HVAC and Energy Management projects
• Lead the implementation of energy initiatives related to special projects such as ESSER-funded HVAC investments, CO2 monitoring, filter monitoring and replacement, etc. and provide regular updates to senior leadership
• Review energy consultant reports and design implementation strategies to address immediate equipment performance issues related to energy efficiency and building comfort
• Guide the development and documentation of policies and procedures to improve the District’s Energy Management Program (EMP) and Preventative Maintenance (PM) Programs as informed by research and industry best practices. Assist with the implementation of coordinated strategies for preventative maintenance (PM) programs for various mechanical systems (e.g., HVAC, energy, utilities, fire, electrical, plumbing, etc.)
• Design and implements a utility management program which includes establishing a utility cost oversight program for operational billing, advising/recommending equipment repairs/replacement, managing equipment leases, and developing and managing relationships with utility providers and contractors.
• Work with the Director of Operations Administrative Services to maintain weekly, monthly and quarterly reporting structure for budget management, contract scoping/creation, work order completion and term vendor payments
• In partnership with the COO and Executive Director of Facilities Services, assess and analyze relevant operating, maintenance and capital budgets to find ways to optimize expenditures and exceed expectations for energy management.
• Coordinate regular reporting with Facilities Managers and Trades Foremen for Executive Director of Facilities Services and Chief Operating Officer as well as the Chief Financial Officer. Prepare and present regular status reports to Chief Executive Officer and Board members, as requested.
QUALIFICATIONS
• Possess "systems-level and critical" thinking skills to address the demands of HVAC systems maintenance and multi-faceted Energy Management strategies
• Minimum of ten (10) years hands-on experience in maintenance of commercial and institutional HVAC facilities, utility/energy management or as a field service technician with demonstrated increasing responsibilities such as crew chief and/or business development officer
• Demonstrated strong interpersonal skills to communicate with both senior leadership and employees to create and administer daily problem-solving strategies
• Possess the ability to exercise strong personal and professional judgment when interacting with fellow employees and third-party vendors
• Demonstrated ability to respond quickly to a shifting reality and adjust initiatives and priorities accordingly
• Demonstrated organizational and collaboration skills and the flexibility to jump from priority to priority
EDUCATION, TRAINING AND EXPERIENCE
A combination of formal education (High School Degree, Associate’s Technical Degree and/or Bachelor’s Degree) and a minimum of ten (10) years of equivalent experience in facility services, HVAC design/installation/maintenance, operations management, energy management, utility infrastructure, mechanical engineering or related field. Experience working with labor organizations in a publicly-funded enterprise is preferred. Industry certifications in relevant fields or functions are preferred.
