How can you make a difference?

Purpose of Activity/Assignment

Support the SWA Secretariat with gender mainstreaming in its own work. This includes both helping SWA ensure that all policies, strategies, regulations and methodologies, and outcomes achieved are gender-responsive, and that women as well as men are actively involved in leadership and decision-making, with equal influence on the directions and outcomes of WASH programming.

The consultant would achieve this by:
• Undertaking a gender analysis of the partnership's work
• Providing recommendation... on concrete actions that can increase gender mainstreaming across SWA
• Outlining where SWA can add value from a WASH perspective to the work being done by key organizations
• Identifying key actors with which SWA can partner around gender-related topics
• Building SWA's capacity (Secretariat and partners) on gender and transformative programming and reporting

Background and Rationale
Sanitation and Water for All (SWA) is a global partnership of over 350 national governments, donors, civil society organizations, the private sector, and other development partners working together to increase political will and strengthen resource allocations for water supply and sanitation. The Secretariat is partly hosted by UNICEF.

SWA has three strategic objectives:
• Build and sustain political will to eliminate inequalities in water, sanitation, and hygiene
• Champion multi-stakeholder approaches towards achieving universal access to services
• Rally stakeholders to strengthen system performance and attract new investments

Additionally, in order to eliminate gender-based inequalities in access, and ensure services are more accessible and sustainable due, inter alia, to the meaningful participation of women and girls in the sector, SWA's Mission states that:

The partnership focuses on the hardest to reach and most vulnerable individuals, communities, countries, and regions, and puts women and girls at the centre, not just as passive recipients, but as dynamic agents of change.

Around the world, women and girls are the primary providers, managers, and users of water, sanitation, and hygiene (WASH) facilities and services. This puts them in an ideal spot to drive the planning, design, and implementation of WASH-related policies, plans and budgets. However, their voices and needs are often absent from decision-making spaces, which leads to not only women and girls being disproportionately affected by poor services and facilities, but a lost opportunity to harness their substantial knowledge of the sector.

Gender equality is a core value of SWA, extensively referenced in its Strategic Framework 2020-2030 and other foundational documents. Gender-related activities have also been consistently a part of the Secretariat's workplans and ways of working, and gender-related content is regularly part of SWA's activities, such as webinars, campaigns, and knowledge products.

However, the Secretariat would like to ensure that gender issues are, as much as possible, integrated into the work of the partnership.

Consultant's tasks and deliverables

Using established best practices and recommendations for gender mainstreaming, such as UN Women's Handbook on Gender Mainstreaming and the IASC's Gender Handbook for Humanitarian Action, the tasks of the Gender Consultant are the following:

Understanding of SWA, its work and ways of working
• Review of SWA's work (e.g., High-level Meetings; multi-stakeholder engagement and support to Joint Sector Reviews, the Mutual Accountability Mechanism, partner coordination around good governance and increasing finance) through:
• Desk review of strategic, programmatic documents, and reports
• Interviews Secretariat members and a selected group of partners

Assessment and recommendations

Taking into consideration SWA's nature, objectives, priority topics, and yearly themes, network, budget, develop a report that includes a summary of the above analysis and recommendations on:
• Concrete actions that can increase the integration of gender equality across all SWA actions. They can be divided into short-term (e.g., immediate changes, additions to Secretariat's 2023 and 2024 workplan) and long-term action (e.g., changes to Strategic Framework at the time of its mid-term review in 2025).
• A suggested framework for SWA's engagement: outline where SWA can play a strategic role, potential positioning, and messages. These should take into consideration current public debate and scientific evidence around sexual and gender identity.
• Key actors in the 'gender space' that SWA should engage with. This should include, for instance, women-led organizations in the WASH, humanitarian or other relevant sectors; donors which provide development aid for increasing women's participation and leadership; decision-makers who can shape gender-sensitive WASH policies and legislation; women's rights activists who can partner on advocacy efforts, etc. - for the partnership to engage with and outline their strengths.

Capacity building
• Strengthen the capacity of the SWA Secretariat and partners on gender mainstreaming, programming and monitoring through two capacity building webinars. Consultant to work with the Secretariat on the content, likely based on report above.

Interested consultants please send one total financial proposal based on all deliverables; this means including the total amount to deliver the desk review, report including assessment and recommendations, and the two capacity building webinars related to this consultancy. Quotations presented based on daily or hour fee will not be considered.

To qualify as an advocate for every child you will have...
• An advanced university degree (Master's or higher) inany relevant field including, but not limited to: Social science, social policy, international development, sociology and gender studies.
• A minimum of eight of relevant professional experience inin gender, including 3 years in a senior advisory role, either in the field and/or high-level multilateral and multi-stakeholder platforms and partnerships, incl. international agencies, governmental authorities, private sector and NGOs
• Experience in women's rights, gender mainstreaming in development programmes and achieving UN SDG targets
• Demonstrated experience in policy advocacy, and training on gender and social inclusion.
• Three (3) samples of the consultant's previous reports, guidelines, trainings, policies or other advisory materials on gender mainstreaming in a development setting
• Familiarity with international and national best practices on gender mainstreaming, including those from UN agencies.
• Fluency in English is required. Knowledge of another official UN language specially French or Spanish (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
• Experience in the UN system is not a prerequisite but is an asset.
• Experience in WASH is not a prerequisite but is an asset.
• Ability to work independently and in collaboration with a variety of stakeholders.

Individuals engaged under a consultancy or individual contract will not be considered "staff members" under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts
