PATH is seeking a qualified Monitoring & Evaluation (M&E) Specialist for the anticipated Millennium Challenge Corporation (MCC)/Lesotho Millennium Development Authority (LMDA)-funded Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support Activity. The program is expected to achieve improved health outcomes by strengthening the Lesotho primary health care system through: (1) improving the quality and availability of essential primary health services; (2) improved management capacity of district health management teams (DHMTs) to plan and deliver primary health care (PHC) services; and (3) and improved... services through better data use for decision making at the DHMT level.

The M&E Specialist will serve as the project’s M&E and learning subject matter expert and take a leadership role in ensuring quality monitoring and evaluation of project activities. This position will report directly to the Project Director and will serve on the project’s Senior Management Team (SMT), responsible for providing overall technical guidance and operational direction to the project. The M&E Specialist will provide oversight and advice on all aspects of M&E and learning on this project—e.g., designing and managing multiple formative assessments and assessments during project implementation, developing, and maintaining the project’s performance management plan, reporting project indicators in line with MCC guidance, and ensuring a collaborative, learning, and adapting approach across all project workstreams. This position is based in Maseru, Lesotho.

Please note this position is contingent upon award to PATH and approval from MCC/LMDA.

• Lead the development of the project’s performance management plan, covering activities to compile, analyze, and present data for reporting of program progress and impact.
• Develop, maintain, and update the project’s monitoring system on an ongoing basis to compile, analyze, and present data for reporting of program progress and impact.
• Using health management information system (HMIS)/DHIS2 and routinely collected project data to produce monthly, quarterly, and other reports to inform progress toward end of project targets and adherence to donor and other stakeholder requirements.
• Oversee all data collection and monitoring activities for the project.
• With other SMT members, help develop the work plan for the initial eight-month base period, annual work plans for the five project implementation years, and donor reports.
• Working with technical colleagues and consultants, lead the design and implementation of assessments during the initial eight-month base period, as well as support data analysis and reporting for these assessments. Assessments will focus on the:
• Use of existing clinical practice guidelines and standard operating procedures.
• Mapping of district-specific providers of gender-based violence (GBV) services.
• Triage, transfer, and referral processes for PHC (including for GBV).
• Extent of use of health data for decision-making by DHMTs and facility-level staff.
• In-service and pre-service training programs and institutions.
• Community-level drivers of demand for PHC at facility and community levels.
• Working with technical colleagues and consultants, support other evaluations and assessments—including National Health Accounts exercises at multiple points during the life of the project and a cost-benefit analysis.
• Provide technical assistance to the national Ministry of Health and DHMTs to enhance the use of routine data for decision-making for planning, budgeting, human resources management, and prioritization and rationalization of health services.
• Provide technical assistance to DHMTs for collection and reporting of routine PHC data.
• Support MCC’s independent evaluators to design and carry out a rigorous external evaluation.
• Build internal M&E and learning capacity of project staff through mentoring and on-the-job training.

Required Skills

Required Experience
• Master’s degree in public health, epidemiology, international health, social sciences, or a related discipline. May be substituted with equivalent work experience.
• A minimum of 10 years’ experience and demonstrated skills in M&E and learning in health is required.
• 5 years in a position of similar description on a donor-funded project needed—preferably projects funded by the United States Agency for International Development (USAID), Centers for Disease Control and Prevention (CDC), or MCC.
• Experience in understanding and managing performance monitoring plans within donor-funded projects is necessary.
• Prior experience in designing and implementing qualitative and formative assessments and analyzing qualitative and quantitative data is necessary.
• Some prior experience in analyzing financial data (e.g., for cost-benefit analyses) is desirable.
• Knowledge of the Lesotho HMIS is highly desirable.
• Experience in data quality audits and data reviews.
• Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.
• Experience in providing technical assistance and conducting capacity building activities in relation to M&E and learning—particularly to government at both national and subnational levels.
• Proven ability to motivate and mentor staff and create a positive team environment.
• Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
• Professional level of oral and written fluency in the English language required; fluency in spoken Sesotho desirable.
• Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
• Demonstrated proficiency in the use of the Microsoft Office Suite.
• Prior experience working on MCC-supported programs a plus.
• Ability to travel nationally within Lesotho as needed.
• Must have legal authorization to work in Lesotho.
