Job Description/Requirements

The Commission for University Education (the Commission) is a State Corporation established by the Universities Act No. 42 of 2012 (the Act) to regulate university education in Kenya. The Commission promotes, advances, publicizes and set standards relevant in the quality of university education, including, the promotion and support of internationally recognized standards; approve academic programmes and universities in Kenya and monitor and evaluate the state of university education systems in relation to the national development goals. In order to achieve these objectives the Commission is advertising the following positions:

a) Job Specifications
The Deputy Commission Secretary, Accreditation is responsible to the Commission Secretary for the overall accreditation functions which include:-
i. Providing leadership in the development of... the Division’s programs and assureinstitutional and academic programs quality in universities;
ii. Ensuring quality and divisional stability through development and implementation of standards and controls, systems and procedures, regular
evaluation and performance management system within the division;
iii. Providing guidance on development and implementation of best practice in accreditation of universities and academic programs;
iv. Leveraging on ICT for efficient service delivery in accreditation processes;
v. Effecting management of resources allocated to the division;
vi. Ensuring compliance with the universities Act, Policies, regulations and procedure governing the division;
vii. Coordinating implementation of the divisional work plans;
viii. Coordinating the development and review of universities regulations, universities standards and guidelines in accreditation matters;
ix. Formulating, implementing and reviewing of policies, standards and guidelines on accreditation;
x. Providing advisory services to the Commission on the applicable policies, standards, guidelines and processes for accreditation;
xi. Initiating and coordinating projects in accreditation;
xii. Overseeing preparation of accreditation reports;
xiii. Recommending approval of programs and institutions for award of LIA, charters, collaboration by the Commission; and
xiv. Coordinating dissemination of program validation and accreditation reports to relevant institutions and clients.
b) Person Specification
For appointment to this grade, an officer must have: -
i. At least twelve (12) years relevant experience, five (5) years of which should have been at the level of senior management in a comparable institution;
ii. Bachelor’s Degree in any of the following disciplines: - Education, Business Administration, Law, Social Sciences or any other relevant qualification from a recognized institution;
iii. Masters Education, Business Administration, Law, Social Sciences or any other relevant qualification from a recognized institution;
iv. Professional qualification and membership to a professional body where applicable;
v. Leadership course lasting not less than four (4) weeks from a recognized institution;
vi. Proficiency in computer applications; and
vii. Fulfilled the requirements of Chapter Six of the Constitution.
c) Key Competencies and skills
i. Interpersonal and negotiation skills;
ii. Conflict management skills;
iii. Mentoring, coaching and leadership skills;
iv. Ability to work under pressure, prioritize and multi-task;
v. Strong Deputy Director ial skills and ability to lead teams;
vi. Planning and analytical skills; and
vii. Communication and Reporting skills.
Successful candidates (that is, those who have been appointed to the advertised positions) will be required to provide the following documents before the award of offer in compliance with Chapter 6 of the Constitution of Kenya, 2010:
• Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
• Clearance from the Ethics and Anti-Corruption Commission (EACC).
• Tax Compliance Certificate from Kenya Revenue Authority (KRA).
• Clearance Certificate from the Higher Education Loans Board (HELB).
• Clearance Certificate from an approved Credit Reference Bureau (CRB).
