Description Of Duties/Essential Functions
Provides internal professional, analytical, administrative and management services and support to the Chief Procurement Officer by providing internal reviews of procurement projects.
Duties And Responsibilities
• Evaluates procurement documents for accuracy and compliance with federal, state, and local laws and policies.
• Identifies procurement risks of the organization and offers recommendations to reduce risks.
• Identifies processes that can be improved and makes recommendations.
• Presents findings to upper management in the form of reports and presentations
• Meets deadlines and work efficiently without ongoing direct supervision
• Performs other duties as assigned
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier III Level.
Minimum Requirements
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
Experience Requirements
Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
License Requirements

• Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
Preference Will Be Given To Candidates That Have/demonstrate
• Master’s degree with a concentration in Public Administration, Finance or Accounting
• Proficiency in Excel and SAP applications and reports
• Knowledge and experience of CDBG and FEMA grants
