Alberta Health administers the Alberta Health Care Insurance Plan (Plan), and has the authority to assess submitted claims for benefits under section 4(2) of the Alberta Health Care Insurance Act (AHCIA) and reassess paid claims for benefits under section 18 of the AHCIA. The Audit and Compliance Unit (ACAU), of the Health Protection Branch, conducts risk analyses of claims for benefits, compliance reviews, and audits. The ACAU also promotes best billing practices among... practitioners and monitors practitioners’ overall adherence to legislation.
A practitioner compliance review, which may include a claims reassessment, is an interactive process between the ACAU and the practitioner. To ensure administrative fairness, the ACAU notifies the practitioner of the review, requests pertinent documents, and maintains communications with the practitioner/practitioner’s legal counsel throughout the review. Alberta Health has the authority to examine practitioner records under section 39 of the AHCIA and subsection 35(1) (a) of the Health Information Act (HIA). Pursuant to section 5 of the Claims for Benefits Regulation, the practitioner is responsible to provide any information requested respecting the claims submitted to the Plan.
Role
Reporting to the Manager, Audit and Compliance Review Services, the Audit Lead is part of a team responsible for the completion of practitioner compliance reviews, audits and other projects. Compliance review and audit work can originate through risk assessments, audit plans, data analysis, specific events, public tips or complaints, political request or emerging issues of a high priority.
The Audit Lead is a professional subject matter expert responsible for leading a multidisciplinary team to conduct complex audits, compliance reviews and other projects through the planning, execution, and reporting phases, while following applicable unit-level policies, processes, and procedures. The objective of these projects is to determine practitioner compliance with legislation when submitting claims under the Plan.
The Audit Lead also coordinates risk-based scoping, process mapping, documentation, process evaluation, quality assurance, and non-compliance remediation processes, as needed, to support compliance to and enforcement of the Plan and related legislation. This role is also responsible for contributing to internal process improvements within the ACAU and other duties, as required.
Qualifications
Accounting or Audit designation and three (3) years related experience is required.
Requirements include:
• Supervisory experience,
• Experience working with audit and risk assessment methodologies, and
• Project management experience.
Preferences will be given to those with:
• Experience with Alberta Health Care Insurance Act, Schedule of Medical Benefits, and Health Information Act.
The following are considered assets:
• Experience with FOIP processes and procedures.
Equivalencies may be considered:
• University degree in a related field plus four (4) years related experience.
• Related diploma plus seven (7) years related experience.

$2,899.08 to $3,807.57 bi-weekly ($75,665 - $99,377 / year)
