This is an independent, professional position that serves as the Prosecution Services Unit personnel liaison. Must have well-rounded knowledge in the key areas of human resources. This position spends the majority of the time engaged in supervisory responsibilities, including communicating with, motivating, training, and evaluating employees. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Serves as human resource liaison to ensure that all PSU managers and staff are kept current on human resource issues and policy/procedure changes. Advises managers and supervisors on advertising, recruitment, hiring, separations, leave and attendance and other human resource information and updates. Reviews and interprets personnel policies, procedures, directives, statutes, and rules to provide continued consultation and assistance to management and staff.

Analyzes requests for restructuring/reorganization for adherence to personnel policies and procedures. Accurately updates and maintains Tables of Organization and position descriptions; coordinates the establishment/abolishment of positions.

Collects data and generates reports for Deputy General Counsel and unit managers detailing salaries, position turnover and attrition rates, advertising and recruitment; meets with managers to offer suggestions on alternative advertising methods and compelling language to enhance People First and Florida Bar advertising strategies.

Directly supervises support staff who are responsible for processing all personnel actions, appraisals, advertisements, hiring documents, disciplinary actions, FMLA/FSWP, Worker’s Compensation, and other administrative support for PSU;
Serves as TRAIN Administrator and ServFL Group Manager for the Prosecution Services Unit and the Office of the General Counsel; supervises staff responsible for assisting with COOP, TRAIN and ServFL for both offices.

Instructs PSU employees in office policies and procedures, and methods and procedures used to perform specific jobs and communicates with them on a regular basis providing guidance, as needed. Ensures that staff is informed and adherent to state and department policies and procedures regarding Leave and Attendance, Computer Usage, Employee Standards of Conduct and other current PSU and department policies. Ensures training of employees in the methods and procedures utilized by the Prosecution Services Unit.

Assists in planning workflow of subordinates to meet critical deadlines and work objectives ensuring maximum use of time and resources. Motivates employees to improve quality and quantity of work performed and evaluates them through established criteria. Independently researches and responds in writing to other Department offices concerning administrative inquiries.

Assist the Deputy General Counsel and Program Operations Administrator with special projects, as needed.

Perform other related duties, as needed.

Qualifications:

Preference will be given to those who meet the following minimum requirements:
Two years' experience with recruitment, hiring, onboarding, or other personnel-related responsibilities.
1-2 years' supervisory or lead worker experience.
Experience with Microsoft Office Word, Excel, PowerPoint, and Outlook
