Job Description
The General Procurement Lead will be responsible for overseeing procurement and contract administration services for supplies that support the project's directorate and business needs (excluding physical construction and design). The job holder will be vital to attaining the overall best value and ensuring contracts are awarded within the programme / project financial and time constraints. Additionally, while the role doesn't have a budget, but has an influence over the project's overall procurement budget, it leads a team, maintains contract registers, and ensures efficient operation of the purchase-to-pay system.
Principal Accountabilities
Act as first point of contact for all of the projects General Procurement matters related to the projects Directorate’s general procurement needs.
Deliver general procurement activities as directed by the Commercial Director.
Coordinate with the Supply Market Management Lead.
Produce work package procurement plans for the sourcing of suppliers for requirements, to include a programme of activities, supplier selection, evaluation and award criteria, ensuring alignment with project's commercial policies and best practices and EU Procurement Directives and Irish National Regulations and laws.
Prepare arrangements for the management of risks, selection of the appropriate form of contract, arrangements for contract management and administration all to achieve value for money objectives and compliant contracts and framework agreements.
Prepare briefing packs and pre-qualification questionnaires, pre-qualify and select suppliers for tender lists.
Prepare Tender Notices and information for EU Directives and Irish National Regulations reporting purposes.
Oversee the tender process from invitation to appointment, including management of evaluation panels and recommendation for award of contract, agree final terms and conditions and arrange for contract execution.
Co-ordination General Procurement approvals and authorisations.
Manage General Procurement Team to discharge the requirements of the project’s Procurement policy and guidance to ensure procedures in the administration of potential Tenders to ensure consistency and compliance with Utilities Contracts Regulations, EU Procurement Directives and other statutes.
Assist with the future development and implementation of the Procurement Strategy for the project's Directorate.
Own general procurement contract information on contract registers at the key stages of the procurement cycle.
Support the Commercial Director in producing Commercial Directorate reports.
Assist with updates and revisions to the Procurement Code, Policy and Procedures.
Assist with the planning, development, commissioning and implementation of any future procurement management systems.
Participate in any progress meetings to discuss procurement and assurance plans and progress
Plan and manage the resourcing of the General Procurement team, developing a pro-active and positive culture.
Ensure the team are fully trained and up to date on the relevant best practice, EU Procurement Directives and Irish National Regulations and laws.
Use the team to develop and deliver General Procurement training development for procurement teams and the wider Metrolink team.

Qualifications
Experience
Experience of public sector e-procurement and constraints.
Has a good understanding of business and procurement management systems.
Experience of managing a team of for the purpose's assurance or procurement.
Experience within procurement and contract management functions in a range of construction, engineering and service-oriented areas and in a demanding safety critical environment.
Skills
A thorough understanding of procurement of EU Procurement Directives and Irish National Regulations and laws and construction procurement as a client or for client bodies.
Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
Dealing with commercial agreements and legal awareness of contract risks, including experience of drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreement.
Procuring on behalf of public bodies and delivering within a unionised environment.
Developing successful commercial relationships that have benefitted programme performance and delivery metrics.
Strong ability to write, document, and maintain technical standards, guidelines, and workflows.
Ability to identify gaps in information governance and suggest recommended solutions.
Strong attention to detail and accuracy in developing structured documentation and ensuring compliance with standards.
Excellent communication and collaboration skills, with the ability to translate complex information management concepts into clear, actionable guidance and co-ordinate and communicate important information across team.
Ability to assess, refine, and continuously improve information management protocols and documentation.
Ability to develop long term relationships with all team members and effectively balance people and processes.
Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator to foster a committed, strategic, innovative and inclusive culture.
Ability to operate and execute effectively in a dynamic, fast-paced environment with multiple priorities and challenging deadlines and to address challenges such as supply chain disruptions, fluctuating market conditions, and supplier compliance issues
Ability to work effectively within a cross function multi-disciplinary functions matrix environment while ensuring that all procurement related tasks are conducted in a timely and accurate manner.
Strong team leadership skills with an ability to influence to drive effective design decision making and effectively balance people and processes.
Ability to multitask, prioritize, and work well under pressure to meet established deadlines
Well-developed interpersonal and communication skills along with high personal motivation and energy.
Ability to develop long term relationships with all project's Directorate wide team members
Formal Education Qualifications
Level 8 degree in engineering, construction or a related subject matter or equivalent experience.
Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable
Professional Memberships
A professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent e.g. Membership of Institute of Management Consulting, Association of Project Management or Project Management Institute (PMI).
