PRIMARY PURPOSE:
To ensure the effective leadership and management of schools in alignment with state standards, accountability requirements, and the district's goals, policies, and vision for student achievement.
QUALIFICATIONS:
Education/Certification:
• Master's Degree or higher
• Valid Texas Teacher Certificate
• Mid-Management Certificate
Special Knowledge and Skills:
• Thorough knowledge of curriculum and instruction
• Ability to evaluate teacher effectiveness
• Ability to interpret data
• Strong organizational communication, public relations, and interpersonal skills
Experience:
• Three years of successful teaching experience
• Five years of successful principal experience at the Elementary Level
MAJOR RESPONSIBILITIES AND DUTIES:
I. Instructional Management
• Works cooperatively with others in developing the mission and articulating a vision for the district program.
• Applies the findings of research and district studies to improve the content, sequence, and outcomes of the teaching/learning process.
• Utilizes knowledge of curriculum content and the curriculum development process to facilitate teacher development of appropriate learning experiences of pupils.
• Coordinates instructional programs among elementary schools and articulates curriculum among elementary grade levels and between elementary schools and secondary schools.
• Directs and assists in the preparation of curriculum documents, instructional guides and materials based on systematic review and analysis.
• Encourages and supports the development and implementation of innovative instructional programs to achieve identified needs.
• Assists the Superintendent and Assistant Superintendent for Curriculum and Instruction in the coordination of the administrator's appraisal process and evaluation of the campus principals.
II. School/Organizational Climate
• Demonstrates high expectations for campus level administrative staff(s) and students.
• Fosters collegiality and teambuilding among appropriate personnel, encouraging active involvement in decision-making.
• Promotes a positive school/organizational climate by planning improvement of school/district/community environment, reinforcing excellence, and promoting a positive caring climate of learning.
• Uses data analysis (including student achievement) to examine curriculum & instructional effectiveness.
• Monitors and analyzes local, state, and federal assessment data to ensure student success, including planning with campus administration for early intervention to address and close learning gaps
III. School/Organizational Improvement
• Systematically monitors school improvement efforts and coordinates the monitoring system implemented district-wide.
• Actively supports the efforts of others to achieve district goals and objectives and the Campus Performance Objectives Federal and State Accountability, and Texas Academic Performance Reports.
• Fosters collaborative educational efforts among staff by supporting the district's philosophy and mission and its commitment to site-based shared decision-making.
IV. Personnel Management
• Demonstrate skill in appropriate use of the Texas Principal Evaluation and Support System (T-PESS).
• Demonstrate skill in "coaching" staff, provides technical assistance to principals, campus leadership team, teachers, and staff concerning the teaching/learning process, and encourages improved overall performance.
• Secures consultants, specialists, and other resources for principals and instructional staff to assist in attaining objectives, and improve supervision skills.
• Uses the mission of the school district, program evaluation results, and input from teachers to provide effective inservice activities.
• Coordinates and supervises the work of staff members in the Division of Curriculum and Instruction who provide services to all schools.
• Supervises the District's Disciplinary Alternative Education Program (DAEP) and monitors student placements in collaboration with the Executive Director for Secondary Education.
V. Administration and Fiscal/Facilities Management
• Offers constructive suggestions to ensure that policies and regulations support the teaching/learning process.
• Defines the program and fiscal needs in the development process, ensuring that fiscal resources address the mission of the school district.
• Prepares or aids in the preparation of required plans and reports.
• Keeps the Superintendent and Assistant Superintendent for Curriculum and Instruction informed of all projects and directions undertaken, and of directives or requests received internally or externally.
• Assists with the preparation of the budget for the Division of Curriculum and Instruction and monitors the expenditures of these funds.
VI. Student Management
• Ensures that pupil personnel services are effective in supporting the teaching/learning process.
• Supports district and campus rules for student conduct.
• Monitors the district's discipline policies and clearly communicates these to campus administrators, faculty, parents, and students.
VII. Professional Growth and Development
• Participates in professional development programs which lead to improved job performance.
• Works with other Curriculum and Instruction administrators to plan and monitor the implementation of the district's staff development program.
• Keeps informed about current trends and practices in curriculum, instructional methods and technology, and disseminate professional information and materials to appropriate staff.
VIII. School/Community Relations
• Demonstrates a commitment to the mission of the district as it is communicated to the public.
• Communicates district curriculum, instructional practices, accomplishments, goals, and new directions to parents and the community; solicits their input on these instructional issues.
• Demonstrates skill in conflict resolution with administrators, parents, teachers, staff, and community.
• Monitors professional research and disseminates ideas and information to other professionals.
IX. Others
• Implements the policies established by federal and state law, Texas Education Agency, and local board policy in the area of curriculum and instruction.
• Compiles, maintains, and presents all reports, records, and other documents required.
X. Others
• Performs all duties in a safe manner to avoid injury to oneself and/or others.
• Performs other tasks and assumes such responsibilities as may be assigned.
SUPERVISORY RESPONSIBILITIES:
All areas of education and evaluates the performance of assigned staff in the Division of Curriculum and Instruction. Secondary Coordinators for Math, Science, Social Studies, Language Arts, and the Coordinator for Media Services and Technology.

Frequent districtwide and occasional statewide travel; occasional prolonged and irregular hours.
