SOS Children’s Villages works in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Agency (ADA), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, European Union, AVIS Foundation, BMZ–Youth Can, SEFULAC, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL – Go Teach, Madhvani Group of Companies, HIMA, Pride Micro Finance.SOS Children’s Villages Uganda is seeking qualified candidates to fill the following position.Position: Programme Officer- Economic Empowerment.Project: Face 4 ChildrenVacancies: 01Contract type: Fixed TermLocation: MayugeReports To: Projects (FSP) CoordinatorSupervises: SOS Volunteers, Extension Workers and Village AgentsJob summaryThe Programme Officer- Economic Empowerment is responsible for providing technical expertise to the community-based partners, economic empowerment groups, young people and caregivers in the area of livelihoods (also referred to as economic empowerment). S/he will work closely with other actors in developing sustainable livelihoods at individual, family and community levels. S/he is expected to facilitate the development of transformative capacities of caregivers, young people and communities for resilient livelihoods against shocks and stresses. Reporting to the Project (FSP) Coordinator, the Officer is responsible for working closely with Local Government structures (Extension workers, agriculture and production department and community-based organisations to improve the wellbeing of children, youth, and their families to eliminate their vulnerability due to insufficient incomes leading to povertyRoles and responsibilities.Program Implementation• Coordinate and facilitate the training of Community volunteers, and other relevant stakeholders on vulnerability assessment at family and community levels to map and identify program participants.• Support families to engage in livelihood activities in green economic sectors.• Strengthen functional and financial capacity of saving, credit cooperatives, and support the formation of VSLA groups.• Ensure youth have market-relevant skills and capacities as well as enhanced access to incomegenerating opportunities, with a focus on green economic activities.• Provide technical support to critically vulnerable families, children, and other persons to have enhanced access to social protection support and support to engage in IGA through KIPs and Community structures.• Facilitate and support the timely implementation of approved FSP projects’ annual plans and budgets.Programme Planning and Financial Management• Support the community families, communities, and other stakeholders to assess and identify root cause of vulnerability at family and community levels using appropriate participatory tools.• Support the development of an appropriate business plan to meet the needs of each household and community.• Provide technical support the preparation of individual Family Development Plans• Support the preparation of Community Economic Development Plans through reviews and evaluations.• Ensure timely submission of program activities’ accountabilities, adhere to financial and procurement policies.• Ensure budget tracking of economic strengthening activities and participate in budget reviews and development of annual budgets and planChildren and youth Access to Essential Services• Facilitate allocated families to access essential services required to fulfil their children’s rights and development needs.• Organise and facilitate the training of children and youth in child rights and responsibilities. • Facilitate and monitor children and youth access to education, health care and nutrition.• Facilitate and monitor children’s access to vital registration, including birth certificates, national identification.Capacity Building of Families• Facilitate and train community facilitators to effectively lead on the VSLA Process.• Organise families / caregivers to access training on business skills, child rights, gender, and other paralegal services through their VSLA groups.• Facilitate and support families / care givers to access training on Social Protection Services • Facilitate community facilitators to support activities of economic strengthening.Networking and Partnerships• Collaborate with community development structures, other stakeholder in the community not forgetting government departments for effective social protection service delivery to programme participants.• Support functional sustainability of community-based networks on business developments like collective markets, business expo, and other relevant development initiatives.• Identify opportunities for business supportive partnerships within the programme area.Monitoring and Evaluation of program progress• Provide technical guidance to extension workers and KIP staff to facilitate and monitor performance of VSLA groups.• Facilitate participatory monitoring and evaluation of the programme interventions.• Facilitate regular data collection through appropriate monitoring tools on programme interventions.• Organize and facilitate regular project reviews with Community Family Development Planning Facilitators and other service providers on FSP.• Carry out regular home visits to families on the programme and write home visit reports.• Facilitate sharing of best practice amongst family groups using different community approaches like Most Significant ChangeReporting, Resource Management and Documentation• Prepare and submit timely progress reports to the FSP Manager on programme interventions.• Document family and economic strengthening success stories on programme interventions.• Keep, maintain and information on files of allocated families on the programme in a timely manner.• Support community facilitators’ development structures to maintain VSLA group data.• Submit accountability / reports for programme items distributed in the community to Finance and other relevant departments in a timely manner.• Comply and adhere to SOS policies and guidelines.Required Qualifications and ExperienceBachelor’s degree in social work, Development Studies, Rural Development, Business Administration, or a related field, with at least 5 years of experience implementing community-based projects, particularly focusing on vulnerable children and families, sustainable livelihoods, climate change advocacy, VSLA, agribusiness, and entrepreneurship.
