What you'll be doing:

Performs intermediate-level engineering work related to the City’s engineering function. Work involves field or office, in connection with plan review, engineering permits, field inspections, ensuring compliance with the City’s engineering standards, and management of capital/construction/process implementation projects for the City.
• Reviews plans and specifications prepared by consulting architects and engineers to determine accuracy and completeness of plans for compliance with sound engineering practices, City codes and regulations.
• Inspects construction of public and private development improvements for adherence to City Codes and regulations.
• Ensures permitting by outside agencies for all public and private development projects are adhered to.
• Receives, reviews, prepares and/or submits various records and reports including activity and technical reports, correspondence, grant applications, maps, graphs and charts, etc.
• Coordinates and meets with other departments, governmental agencies, consultants, developers, and contractors on engineering related issues including planning, design, permitting, certification, and construction of public and private projects.
• Assists and meets with residents/developers/engineers regarding engineering related issues.
• Assists with the design and preparation of plans, technical specifications, cost estimates, plan take offs, and county and state permitting for City projects; tracks progress of such projects.
• Assists in preparation of schedules and monitors construction progress.
• Reviews field inspection reports.
• Assists in the preparation of change orders.
• Maintains records of consultants/contractor payments.
• Performs engineering calculations necessary to complete designs, specifications, cost and materials estimates and other project criteria; determines the most practical, economic and feasible materials required to complete specific projects.
• Participates in damage assessment following applicable weather events.
• Acquires permits where required.
• Performs other related duties as required/assigned.

MINIMUM EDUCATION AND EXPERIENCE
• Bachelor’s Degree from an accredited four-year college or university with a major in Civil Engineering or equivalent.
• Engineer in Training certification is preferred.
• Minimum 2 years previous related experience.
• Municipal government experience preferred.
• Must possess a valid driver’s license with an acceptable driving record.
• Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES
• Requires the ability to read and interpret contracts, specifications, construction plans/blueprints, site plans, and shop drawings.
• Knowledge of the principles and practices of engineering as applied to the design, construction, and inspection of public and private facilities.
• Knowledge of land and engineering survey methods and means.
• Proficiency with Microsoft Word, Excel, PowerPoint, AutoCAD software. Working knowledge in GIS and Project Management software is preferred.
• Knowledge of relevant federal, state, and local laws, codes, and regulations.
• Skill in oral and written communication.
• Ability to establish attainable goals, objectives and work plans to achieve goals and objectives in a timely and effective manner.
• Ability to communicate via oral and written instructions.
• Ability to establish and maintain effective working relationships with other employees, consultants and contractors, and the general public.
• Ability to effectively and accurately communicate orally and in written form, including good spelling and grammatical skills.
• Ability to present clearly to the general public, and provide feedback when required.
