The City of Newport is seeking a Grant Writer & Administrator in our Resilience & Sustainability Department. Responsible for identifying grant opportunities, preparing grant applications, securing grants of all types, and assisting in the management of approved grants in specified functional and program areas. Work is performed under the supervision and direction of the Director of Resilience & Sustainability.
Essential Job Functions:
• Develops, writes, and submits grant proposals, and administers grant awards.
• Responsible for managing grant-related logistics, maintaining detailed records,
ensuring compliance, and overseeing expenditures, reporting, and
reimbursement requirements related to all grant funding.
• Manage a grant management system that tracks open funding opportunities,
coordinates with departments during the submission process and informs the
Administration of all pending and submitted grant submissions.
• Monitor, research and coordinate grant applications and track award status.
• Work with municipal departments to gather relevant data, project information,
and financial details for grant applications.
• Collaborate with finance teams to develop realistic budgets that align with
grant requirements and provide financial narratives and justifications as part
of the grant application process.
• Ensure all submissions comply with application requirements, including
format, deadlines, and documentation. Assist with securing supplemental
materials, data, community feedback and support letters for grant submissions
with department staff.
• Serve as lead writer for high-priority grant proposals; draft and submit grant
applications to prospective funders in collaboration with appropriate
departments and component organizations. Serve as a reviewer on department
lead grants.
• Provide technical assistance and training to departments in grant writing,
proposal preparation, submission process, community engagement,
compliance and management.
• Manage the post-award process including oversight and administration of
awarded grants, ensuring compliance with funding requirements.
• Work with municipal departments to prepare and submit progress reports,
financial statements, and final reports as required by funders and maintain
accurate records of all grant activities, including outcomes, metrics, and
correspondence.
• Request debriefs for applications that are not awarded and develop a strategy
to address concerns raised by funders.
• Develop and implement best practices, process improvement procedures and
controls for grant application processes.
• Facilitate interdepartmental coordination and communication on multidepartmental grant projects to ensure collaboration across applications and
administration.
• Interface with federal and state agency officials, foundations, non-profits, other
city agencies and subrecipients of grant funds as appropriate.
Applicants should have:
• Minimum of five (5) years of experience in grant
writing/administration/management;
• Bachelor’s Degree with a specialty in public policy, business or public
administration, finance, or a closely related field from an accredited college or
university, or any substantially equivalent combination of education and work experience.
• Must have knowledge and understanding of Federal and State rules,
regulations, and grants procedures.
• Excellent customer service and interpersonal skills with demonstrated ability
to interact professionally with colleagues, external partners, and diverse teams.
• Strong written and oral communication skills with attention to detail.
• Excellent project management, organizational, time management, and followup skills.
• Ability to work effectively and independently in a fast-paced environment while
balancing multiple projects and deadlines.
