Planner/Stormwater Management Technician

JOB SUMMARY: This semi-technical full-time position involves assignments and administration related to the planning and zoning functions of the Town and implementation of the Town’s stormwater management program. The incumbent will be responsible for utilizing geographic information systems and preparation of planning and zoning studies, narrative reports and analysis in support of planning and zoning related projects. This position will also be responsible for all stormwater management responsibilities of the Town. Duties are performed under the direct supervision of the Coordinator of Building, Planning and Development/Director of Planning or senior staff. Attendance at Planning Board and Zoning Board of Appeals meetings required, and other Town meetings, as needed.
TYPICAL WORK DUTIES:
· Provide technical assistance and information in the administration of and compliance with the Town’s zoning, planning and development-related laws and regulations;
· Conduct research and written summaries, develop maps, charts and reports for projects before the Planning Board, Zoning Board of Appeals, and Town Board;
· Attendance at Planning Board and Zoning Board of Appeals meetings; Town Board meetings (as needed);
· Stormwater: public education and outreach, detection and elimination of illicit discharges; pre- and post-construction stormwater management oversight; coordination of stormwater management duties with the Town Designated Engineer and Saratoga County stormwater management officials;
· Assist staff and consultants in the preparation of studies in such areas as land management, transportation and environmental protection;
· Assist in compliance with all State Environmental Quality Review (SEQR), state and federal wetlands, flood plain and stormwater management laws and regulations governing public and private development;
· Assist with Freedom of Information Law (FOIL) requests, E911 addressing and the Road & Infrastructure Construction & Dedication procedures of the Town;
· Related duties as required.
MINIMUM QUALIFICATIONS:
· Possession of a Bachelor’s Degree in Urban Studies & Planning, Geology, Hydrogeology, Architecture, Civil Engineering, Forestry, Environmental Science or closely related field.
· Possession of a Associate’s Degree in Urban Studies & Planning, Geology, Hydrogeology, Architecture, Civil Engineering, Forestry, Environmental Science or closely related field AND two (2) years’ experience in planning, building, architecture, engineering, environmental or other similar field.
· Please note: This position is a competitive position. Therefore, it is being filled on a provisional basis pending results of a civil service exam to be given at a later date.
