Under policy direction, to provide day-to-day oversight of the Office of Budget and Analysis with responsibility for administering, preparing and maintaining the County budget. The County Budget Director has overall control and responsibility for the Office of Budget and Analysis.

Typical Tasks

Typical Management Responsibilities
• Manages through subordinate managers the countywide budget function to include analysis and evaluation of County programs, organizational review, and similar analyses;
• Advises senior administration on the development and recommendation of strategic financial revenue, fare and expenditure policies for the County;
• Provides leadership in the production and presentation of the annual budget;
• Directs the analysis, prioritization and/or feasibility studies of all functions with a budgetary impact on the County;
• Establishes goals and objectives to maintain the efficiency and effectiveness of the budget operation;
• Establishes the policies and procedures for the preparation and maintenance of the County budget;
• Evaluates existing programs and policies and initiates action for improvement;
• Acts as liaison in budget areas with other state, county and city budget officers;
• Performs other related duties as required.

Employment Standards

Considerable training, education and/or experience that directly demonstrates the ability to perform the above tasks and the possession and application of the following knowledge and abilities.

The qualified candidate would typically possess education and/or experience equivalent to a Bachelor's degree in Public or Business Administration or a related field and four (4) years recent progressively responsible experience involving the development and maintenance of complex governmental budgets. Experience supervising a professional staff in the above activities is desirable.

Knowledge of:
• Principles and practices of governmental budgetary and management analysis planning;
• Economic forecasting and accounting;
• Analytical techniques;
• Principles of governmental organization and administration;
• Methods and techniques of public financing;
• Administrative survey and analytical techniques;
• Principles of supervision and personnel management;
• Local, State and Federal funding sources.

Ability to:
• Plan, organize and administer a comprehensive budget program;
• Analyze complex financial, statistical and accounting information and formulate sound conclusions and recommendations;
• Identify budget administration and systems problems and devise procedural changes to resolve the same;
• Keep abreast of budgetary trends;
• Effectively plan, direct and coordinate work of subordinate staff;
• Communicate effectively orally and in writing;
• To identify and utilize information technology business solutions;
• Establish and maintain effective working relationships; and
• Interpret, explain and enforce the provisions of governing laws and regulations.
