The Regional Transit Authority gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools, and fun seekers to entertainment, shopping areas, and restaurants. We provide mobility to residents of the city as well as tourists, taking them to and from their hotels to historical neighborhoods and countless attractions. RTA’s system includes 5 streetcar lines, 30 bus routes, 2 ferry routes, and paratransit services. Our passengers take more than 19 million rides every year.

SUPERVISOR RESPONSIBILITIES:

  • Supervises and manages a team and/or management processes including the full range of management duties.
  • Recruits, interviews, hires, and appraises employees (performance evaluations) on their productivity.
  • Delegates and oversees the daily workflow of the department.
  • Motivates, guides, mentors, and coaches employees on their development.
  • Recommends to senior management internal promotions and changes including discipline and termination of employees in accordance with company policy.
  • Performs other related duties as assigned.

JOB SUMMARY:

The Chief Transit Officer reports directly to the Chief Executive Officer and is responsible for executive oversight ensuring Transportation business units. This position manages the Transit Operations Division which includes bus, streetcar, ferry, demand response services, and operations communications. This position provides oversight of the Transportation team and contractors, ensuring service is consistently safe, reliable, comfortable, and convenient. The Chief Transit Officer also collaborates with the Development Division and contractors to review and design expansion and enhancement projects from project development through final design, focusing on operational performance and safety.

ESSENTIAL FUNCTIONS:

  • Directs all transportation operations for bus, streetcar, ferry, demand response, and operations communications services through the leadership of the Divisions’ staff and management of contracts for transit and related services.
  • Ensures proactive dispatching across all modes to ensure optimal and efficient service delivery for all modes of transportation.
  • Collaborates with the Chief Executive Officer and Executive Management team to set the agency’s strategic direction and coordinate cross-divisional operations.
  • Establishes Key Performance Indicators (KPIs) and dashboards to monitor and encourage progress toward the agency’s tactical and strategic goals.
  • Monitors and manages contract compliance and performance.
  • On-call 24/7 and notified of accidents and incidents involving RTA customers and employees.
  • Directs studies, investigations, and analyses at the direction of the CEO preparing verbal and written reports of findings and recommendations.
  • Directs the activities of the Transportation Operations Staff.
  • Develops strategies to deliver all modes of service to the RTAs’ authorized service region.
  • Manages, mentors, and empowers division staff to perform their jobs at a high level; maintains an inclusive environment where employees feel empowered to succeed and work toward a common strategic vision.
  • Works with Human Resources and Safety Division to develop the Transit Operation’s workforce through hiring, succession planning, and establishing training requirements.
  • Coordinates with the Safety, Security, and Quality Assurance Division on the development and implementation of overall safety and security plans.
  • Participates in monthly joint labor-management meetings.
  • Maintains, supports, and promotes a safe work environment.
  • Assists to formulate policy recommendations for the Board of Commissioners and may be required to attend Board and sub-committee meetings.
  • Directs the activities of RTA services in compliance with the Americans with Disabilities Act (ADA).
  • Assists in responding to the Federal Transit Administration (FTA) Triennial Reviews and comments.

Requirements:

EDUCATION: Bachelor’s Degree in Business Administration, Management, Transportation, or a related field is required; Master’s Degree preferred.

EXPERIENCE:

  • Five (5) to nine (9) years of progressively responsible experience managing in supervisory management in the operations and maintenance areas of a multi-modal urban transit system with a unionized workforce.
  • Experience in coordinating transit safety and service delivery strongly preferred.
  • Experience with the Trapeze software suite and Clever Devices CAD is strongly preferred.
  • Experience with the operation of alternative fuel source vehicles preferred.
  • Experience with the development and operation of Bus Rapid Transit (BRT) lines is strongly preferred.

ADDITIONAL INFORMATION:

LICENSING REQUIREMENTS/DEMANDS: A valid Louisiana Driver’s License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Must submit to a criminal background check, the results of which must meet hiring criteria for the role.

This position has been deemed essential and will serve, when activated, on the RTA’s All Hazards Incident Management Team (IMT) in a Command Staff or General Staff role under the National Incident Management System (NIMS) Incident Command System (ICS).

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:

  • Must be able to work various hours more than eight (8), seven (7) days per week.
  • Must be available twenty-four (24) hours per day, in emergency situations.
  • Ability to work a flexible schedule that may include evenings and weekends.
  • Must be able to work in various types of weather conditions.
