The Computing and Computational Sciences Directorate (CCSD) at Oak Ridge National Laboratory (ORNL) seeks an executive-level leader to serve as the Strategic Programs Manager (SPM) for High Performance Computing (HPC) Initiatives. The SPM will report directly to the CCSD Chief Operating Officer (COO) and serve as a senior advisor to the CCSD Associate Laboratory Director (ALD) regarding current and future technology trends and their application in computational sciences research and development (R&D). The SPM will lead the development and implementation of an innovative strategy inclusive of current and future R&D trends, ensuring alignment with CCSD and ORNL mission needs.
Purpose:
The SPM for HPC Initiatives position presents a unique opportunity to work with world-class laboratory facilities and talented R&D professionals conducting both classified and unclassified R&D supporting multiple Federal Agencies including the Department of Energy (DOE), the Department of Defense (DoD) Air Force, and the Department of Commerce (DoC) National Oceanic and Atmospheric Administration (NOAA). Using innovative leadership and a creative mindset, the SPM will serve as a strategic technical advisor enabling CCSD to apply current and future ORNL R&D capabilities to emerging science and technology trends in these communities. The SPM will work with CCSD’s ALD, Division and Program Directors, and COO to develop and coordinate a vision/strategy regarding CSSD workforce, resources, and R&D infrastructure required to meet the mission of DOE and other customers.

Major Duties and Responsibilities:
• In collaboration with CCSD leadership, author and coordinate a comprehensive vision/strategy for HPC infrastructure, computing initiatives, and interagency R&D collaborators at ORNL in accordance with the Lab Agenda.
• Provide strategic insights on computing research, development, and deployment needs and technology gaps, and strategic direction on how to align ORNL R&D capabilities to meet those needs.
• Increase awareness across ORNL and potential sponsors of emerging technologies and their future impact on HPC.
• Shape and influence ORNL HPC program development by facilitating sponsor and stakeholder engagements with CCSD staff and leaders to advance collaborative relationships with government agencies and other Federal laboratory partners and stakeholders.
• Follow ORNL policies, standards, and procedures to ensure the Safe Conduct of Research.
• Exemplify a commitment to excellence in research, operations, and community engagement, and work cooperatively to leverage scientific capabilities across ORNL.
Basic Requirements:
• B.S with a minimum of 15 years relevant experience or a M.S. with a minimum of 10 years relevant experience.
• Demonstrated ability to develop and implement R&D strategies for government agencies.
• Demonstrated ability to strategically guide and influence operational and R&D activities by providing leadership to technical, business, and research professionals.
• Demonstrated ability to identify and shape significant technical contributions to research, development, test, and evaluation programs.
• Demonstrated understanding of modeling and simulation and the supporting HPC architectures.
• Demonstrated experience in project and contract management for annual budgets over $100M.
• Demonstrated experience in developing and leading acquisition strategies.
Preferred Qualifications:
• Demonstrated track record of HPC leadership in national and/or international engagements that seek to sustain and strengthen the Federal Agency computing community.
• Experience working for or collaborating with national laboratories (or similar R&D organizations).
• Excellent interpersonal skills with a demonstrated leadership ability and a strong commitment to a team environment.
• Strong written and oral communication skills, especially to CEO and joint inter-governmental agency leadership levels.
Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
