Vaughan is your place to grow.Position OverviewThe Project Manager, Elections Vaughan is responsible for the oversight of all project management functions for the management and administration of municipal elections and by-elections, ballot questions and recounts, in accordance with the Municipal Elections Act, 1996 and the principles of the Act. Plans and co-ordinates assigned projects within the overall project management framework for the election, including business process improvement and modernization, policy development and research and implementation of election process improvements and enhancements. Manages and supports election procurement processes and special projects between election cycles.ResponsibilitiesElection Project Management and Planning• Assesses project requirements and works with the City Clerk and Manager, Elections and Special Projects to develop plans and recommendations to ensure the effective delivery of municipal elections that are consistent with statutory obligations.• Facilitates the development and implementation of the project charter and plan, including deliverables and timelines. Advises on project work specifications, timing, scope and requirements.• Manages, monitors and controls all aspects of the project including integration, scope, time, cost, quality, human resources, communications, risk, procurement and stakeholders.• Coordinates procurement processes for election technologies, systems, ward boundary reviews and other election services as required.• Provides recommendations on the use of consultants and/or special projects personnel as required, and manage those resources as assigned with selection, budget, scheduling and quality control responsibilities.• Prepares various reports and tracking documents including management, Committee and council reports and presentations as required.• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.• Adheres to the Project Management Institute principles to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.• Creates and evolves a project management structure for overseeing elections and by-elections. This involves defining standards, methodologies, processes, and documentation in alignment with the best practices of project management.• Provides guidance and mentorship to the project team in both project management and change management practices.• Creates and maintains change management strategies and roadmaps tailored to advancing the use and adoption of technology in election and by-elections.Interactions with Others• Represents Elections Vaughan and the Office of the City Clerk in meetings with the public, stakeholders, Council and interdepartmental work teams, various committees and project related community consultation sessions.• Participates in external partnerships and meetings with other municipalities and agencies to assist in the delivery of election events.• Establishes and maintains a rapport and effective partnerships with supporting departments, municipalities and external agencies involved in the delivery of municipal elections.• Keeps stakeholders engaged and informed through the development and implementation of a communications plan.Financial Sustainability• Participates in the preparation of capital and operating budgets for Elections Vaughan and related projects.• Administers the project budget within the approved financial management system and ensures that project expenditures are controlled and maintained within approved budget limitations and secures approvals as required.Election Research, Design and Development• Researches and recommends policies and procedures that are aligned with the principles of the Municipal Elections Act, 1996, the Municipal Act, the Education Act and Ministerial Regulations.• Develops, designs and implements policies and programs that strengthen the City’s electoral processes and are necessary or desirable for conducting an election.• Applies sound demographic research, analysis of population growth and development, established criteria and legislative requirements to determine voting subdivisions, and voting locations and ensure an accurate Preliminary List of Electors and Voters’ List.• Researches and prepares recommendations related to emerging processes, technologies and systems which may benefit the planning and execution of municipal elections.Coordination of Election Campaign Finance and Third-Party Advertising Requirements• Develops and coordinates the City’s candidate and third-party registrant financial disclosure program in accordance with strict obligations/timelines under the Municipal Elections Act, 1996.• Coordinates the receipt and disclosure of financial statements from candidates and third-party registrants.• Coordinates all requirements of the Contribution Rebate Program, including the processing, reconciliation and approval of applications for campaign contribution rebates, and coordinating payments with OCIO and Finance in accordance with Council’s by-law.Coordination of Recount Process• Provides support to recount and court proceedings as necessary to defend the position of the Office of the City Clerk ensuring integrity, transparency and legislative compliance in the City’s election process.Qualifications and Experience• Minimum of five (5) years’ experience in the field of project management, with experience in project management for elections is an asset.• University Degree in Public Administration or related discipline.•Formal training in project management and tools is an asset.•Project Management Certification (PMP) an asset.•Change Management Certification an asset.•AMP or CMO certification through AMCTO an asset.• Proven success in using project management methodologies to manage and conduct complex administrative operations such as municipal elections.• Strong working knowledge of elections and election policies and procedures.• Proven ability to ensure fairness, impartiality and compliance with legislation, including the Municipal Elections Act, the Education Act and the Municipal Act.• Broad understanding of government and the independent role of the City Clerk in managing municipal elections.• Experience and/or certification in business process improvement and/or change management methodologies (such as Lean, ADKAR/Prosci) would be an asset.• Demonstrated project management and change management skills.• A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use.• Knowledge of, or demonstrated ability in, the City’s core competencies and relevant functional competencies.Working Conditions• In the eighteen (18) months prior to an election, frequent travel to meetings and voting place inspections. At off-site and on-site locations ordering and storage of supplies i.e. vote tabulators, ballots, ballot transfer containers, voting screens, supply bags, voting place signage and distribution of such to Ward Centres.• Extensive overtime involved nine (9) months prior to an election. In the months after the election a clean- up/clean out of materials, documents and ballots (used and unused approximately 200,000 ballots).
