Work Objective Performs administrative and technical field work in building construction inspection for residential, multi-family, and commercial site installations, repairs, and alterations to ensure conformity to City codes and ordinances and compliance with federal and state regulations. Work is performed under limited supervision with moderate latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using and interpreting policies and procedures.

Conducts field inspections for code and regulatory compliance of permitted developments, including residential, multi-family and/or commercial structures in one or more of the functional trade areas (i.e. structural, electrical, mechanical, and plumbing) Reviews and analyzes various plans and documentation in the office and at job sites to determine regulatory and code compliance (i.e. building/construction site plans, architectural drawings, diagrams, blueprints, schematics, specifications, etc.) Participates in departmental reviews of building plans and construction specifications Performs periodic inspections of complex structural building systems in progress at various stages of construction, alteration and repair Reviews and interprets codes and ordinances in response to a variety of questions and concerns from engineers, architects, contractors, and the public relative to inspection activities and building permit requirements Investigates complaints regarding construction, unsafe conditions, permit related issues, concerns regarding construction progress, and other complaints as required; tags job sites for unsafe conditions; reschedules inspections as indicated Interacts and works collaboratively with architects, engineers, contractors, developers, the general public, and other City staff in the performance of duties Provides consultation and instruction on actions/changes required to bring plans, permits and/or site issues into conformity and compliance where indicated Exercises decision-making authority in issuing stop work orders for noncompliance Provides administrative maintenance for various forms of documentation (i.e.
inspection files, certification files, building permits, daily inspection log, correspondence, etc.) Supervision: None Minimum Qualifications High school diploma or GED; supplemented by five or more years' experience in building construction in one or more of the skilled trade areas (i.e. structural, electrical, mechanical, and plumbing); or an equivalent combination of education, certification, training, and/or experience. Must have certification from the state of Florida as a plumbing/mechanical Inspector.
Must have a valid Florida driver's license. Regular in office attendance is required. Candidate is subject to interview(s), medical testing (including drug screening), and a comprehensive background investigation.
Knowledge, Skills and Abilities In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. Knowledge of federal and state regulations and local codes and ordinances governing commercial, industrial, and residential building construction Knowledge of the principles, practices, methods, and trades techniques utilized in building construction and plans review Skill in working independently and following through with assignments with minimal direction Skill in the operation of tools and equipment necessary to perform duties Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work Ability to measure and perform mathematical computations applicable to the work Ability to provide exceptional internal and external customer service Ability to regularly attend work and arrive punctually for designated work schedule Ability to read, interpret, and work from construction plans and blueprints Ability to enforce applicable codes and ordinances with firmness, impartiality, and tact Ability to prepare and submit clear and concise written reports Ability to communicate effectively verbally and in writing Ability to organize work for timely completion OTHER REQUIREMENTS PHYSICAL REQUIREMENTS: Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.
Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed inside and/or outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes). SENSORY REQUIREMENTS: Some tasks require manual dexterity, in addition to visual and hearing acuity.
Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to communicate orally and in writing. EMERGENCY RESPONSE AND ESSENTIAL EMPLOYEE STATEMENT Every City employee has emergency response responsibilities, though not every position will be considered an essential employee during an emergency event.
All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions. Preference shall be given to eligible current city employees.
