Request for Proposal for Production & Dissemination of Video Documentary

1 CONTEXT AND RATIONALE 1.1 About SOS Children’s Villages

SOS-Kinderdorf International, also known as “SOS Children’s Villages International – SOS CVI” is an association duly registered under the laws of Austria, with registration number (ZVR-Zahl) 083115702, with its Head Quarter office at Hermann-Gmeiner-Straße 51, 6020 Innsbruck, Austria. SOS CVI is a Global Federation of National and Member Associations working in 137 countries and territories with focus to provide alternative care for children who have lost parental care, or at risk of losing. SOS Children’s Villages in Somalia is a Member Association of the Global Federation which has officially been working in Somalia since 1983. SOS Children’s Villages concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children in Somalia. SOS has a zero-tolerance policy on child safeguarding and prevention of sexual harassment and exploitation at work place.

SOS Children’s Villages in Somalia operates across four regions, providing a wide range of essential services. These regions include various districts such as Heliwa, Garasbaley, Kahda, Dharkenley, and Daynile within the Banadir Regions. Additionally, SOS operates in the Bay and Bakool regions in the southwest-state, as well as the Middle-Shabelle region in Hirshabelle State.

In response to the outbreak of civil war in 1990, SOS CV Somalia swiftly launched a substantial medical emergency response and relief program. This involved repurposing the existing education program, which covered kindergarten to university levels, into an emergency hospital. The mother and child clinic also transformed into a vital component of this emergency relief initiative.

Over time, SOS’s impact has expanded significantly. Presently, SOS Children’s Villages actively provides essential health, nutrition, WASH (Water, Sanitation, and Hygiene), protection, and education services across five distinct regions of Somalia. These regions include the Bay, Bakol, Benadir, Lower Shabelle, and Middle Shabelle areas. Through its comprehensive initiatives, SOS CV Somalia remains dedicated to enhancing the well-being and development of vulnerable communities in these regions.

1.2 Description of programme location and context

The SOS Community Nursing School is a crucial component of SOS Children’s Villages, Somalia, serving as a vital portfolio within the organization.

It was established in May 2002 by sister Leonella Sgorbati, during a critical period when there was a dire need for competent healthcare professionals capable of providing comprehensive care to individuals, families, and communities. To achieve this, the school has been employing a distinctive approach that incorporates specialized teaching and learning resources, creating an environment conducive to effective education and skill development.

During the initial decade spanning from 2002 to 2012, marked by a transitional government phase, the school’s programs garnered endorsement from both the Somalia office of the World Health Organization and SOS CVs Somalia. However, from 2013 onward, the responsibility for accreditation transitioned to the Federal Ministry of Health within Somalia.

Throughout its existence, the nursing school has maintained a reputation as a center of excellence in the training and development of competent nurses and midwives. Through the integration of a competency-based curriculum, our trainees are furnished with indispensable critical thinking skills, enabling them to adeptly cater to the multifaceted requirements of patients and clients. This curriculum places paramount emphasis on pivotal domains, encompassing disease prevention, health promotion, curative care, research, rehabilitative services, as well as leadership and management within healthcare environments.

Our graduates stand out as exceptionally competitive candidates within the market arena, prompting organizations to actively seek them shortly after their graduation. This strong demand from the market has resulted in our graduates occupying pivotal roles across a multitude of organizations within the health and nutrition sectors across the country.

1.3 Rationale and overall objective for the production of video documentary 1.3.1 Rationale

The rationale for producing this video documentary stems from the compelling need to capture and immortalize the impactful journey of SOS Nursing College at its Heliwa location. By preserving this narrative in a visual format, we aim to ensure that the institution’s legacy, growth, and contributions to nursing education are not only acknowledged but also inspire future generations. The power of visual storytelling offers a dynamic medium to connect emotionally with the audience, making the rich history of the college more accessible and relatable.

1.3.2 Overall Objective

The overarching objective of creating this video documentary is to encapsulate the profound essence of SOS Nursing College’s journey at Heliwa location. Through engaging visuals, insightful narratives, and authentic testimonials, the documentary aims to celebrate the college’s achievements, highlight its role in shaping skilled nursing professionals, and emphasize its integral connection with the community.

How to apply

To facilitate the submission of proposals, the submission duly stamped and signed can be done electronically in PDF format and sent to procurement@sossomalia.org. Please share a link of sample video documentary with your submission. The submitted documents should bear distinct titles: “Technical Proposal for the Production & Dissemination of a Video Documentary on SOS Nursing College, Heliwa Location”. These titles should clearly identify the content and the entity involved, ensuring clarity and accuracy. Please make sure that the technical and financial proposals are handed in separately a separate PDF file. During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after evaluation of the technical proposal, will be opened in a second step.

1.2 Deadline for submission

The proposal has to be received by latest on 17th October 2023 by the end of the day. Proposals received after the deadline will not be considered.
