JOB DESCRIPTION: Human Resources announces an opening for the position of Payroll Specialist. This is a full-time, Grade E-07 position located in the Department of Finance. GENERAL STATEMENT OF DUTIES Establishes and maintains employee payroll and leave records on an automated system. Plans and organizes the workload to meet deadlines. Collects payroll time reporting data, enters information into the record system, answers employee questions concerning payroll and leave data, and assists the Payroll Supervisor as requested. SUPERVISION Work is performed under the general supervision of the Payroll Supervisor. Supervision of others is not a requirement of this classification. DISTINGUISHING CHARACTERISTICS This is a single-position classification assigned only the division of Payroll in the Department of Human Resources. Supervision of others is not a requirement of this class. GUIDELINES School Board Policies and Policy Implementation Procedures, supervisor’s instructions, school and department needs and requests. CONTACTS Employees, administrators, timekeepers, lawyers, courthouse personnel, credit union personnel, auditors, union representatives and tax shelter agents. RESPONSIBILITIES: ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.) Plans, organizes, and distributes payroll data to timekeepers to process the by-weekly payroll; collects data from various locations, verifies accuracy, resolves problems with timekeepers, and enters payroll and leave data into the computerized payroll and leave system. Maintains and updates personnel and payroll records for employees; makes salary changes, processes resignations, and changes employee withholdings; makes changes in the records such as employee name, address, and change in benefits; issues petty cash checks. Administers the payroll for summer school employees. Answers inquiries from employees regarding pay, taxes and deductions, contracts, and other related issues. Generates child support payments, and state and federal tax reports. Assists the Payroll Supervisor as requested; serves as supervisor when Payroll Supervisor is absent. Collects data for administrators and federal surveys. Performs related duties as required or assigned. EXPERIENCE: REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Good knowledge of automated payroll and leave procedures. Good knowledge of federal and state income tax withholding and reporting laws, rules, and regulations. Ability to learn and apply the provisions of guidelines pertaining to payroll. Ability to work fast and accurately under pressure to meet deadlines. Ability to operate personal computers with a variety of software applications. Ability to accurately calculate payroll deductions and accurately enter data into automated payroll and leave records. Ability to understand and apply the provisions of federal and state withholding and reporting laws, rules, and regulations. Ability to establish and maintain employee record systems. Ability to work in a culturally diverse setting. Ability to exercise tact and diplomacy when dealing with employees in stressful situations. Ability to communicate effectively, verbally and in writing. Ability to establish and maintain effective working relationships with supervisor, employees, administrators, timekeepers, lawyers, courthouse personnel, credit union personnel, auditors, union representatives and tax shelter agents. QUALIFICATIONS: MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS An associate degree or equivalent training in business administration, human resources, payroll administration, or a closely related area, plus some experience in payroll administration; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability. LICENSE/CERTIFICATION None PHYSICAL ATTRIBUTES Work requires moving about to obtain work objectives, supplies, etc., distributing work, coordinating with others and performing related functions, operating office and communications equipment, such as a computer and a telephone, reviewing questionnaires, reports and other documents containing small print, symbols and statistical notations.
