Acceptable Experience and Education

Bachelor’s degree from an accredited university in Public or Business Administration with a major in Accounting or a closely related field; MBA/MPA preferred. A minimum of ten (10) years experience in a progressively responsible financial management role in a large government organization including five (5) years executive level experience; Texas County Government experience preferred.

Certificates and Licenses Required

Certified Public Accountant.

Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Must successfully pass a credit check which will be conducted in full compliance with the Fair Credit Reporting Act.

Eligible for Surety Bond.

Statutory Continuing Professional Education is required as follows (CPE hours are used to comply with multiple statutes):
• County Auditor-Texas Local Government Code, Sect. 84.0085, 40 hours per term relating to auditor duties and accredited by Texas State Board of Public Accountancy.
• County Auditor/Treasurer-Texas Local Government Code, Sect. 83.003, 20 hours each 12 month period in accredited institution of higher education
• County Auditor, CPA Required-Texas State Board of Public Accountancy, Texas Administrative Code, Title 22, Part 22, Chapter 523, Subchapter B, Rule Sect. 523.112, 40 hours per year, 120 hours within 3 years
• County Investment Officer-Public Funds Investment Act, Sect. 2256.007, 10 hours 1st year and 10 hours every 2 years (Credit received via Texas Association of Counties (TAC County Investment Academy), 10 hours, no outside hours allowed.
Essential Duties
Assumes a statutory role in the management of the County Auditors’ office with fiscal oversight of the County’s finances through statutory compliance requiring adherence to a variety of laws in fulfilling required duties and responsibilities. As warranted, the County Auditor consults with the County Attorney and is statutorily authorized to request opinions from the Texas Attorney General to further clarify interpretations of the financial statutes.

Oversees compliance with Texas Statutes relating to county finances including prescribing the accounting systems, methods, forms, and timeliness of accounting and reporting and identification of funds for the Commissioners Court in managing the county budget.

Responsible for the oversight of the day-to-day financial affairs and related accounting functions and transactions of the County. This includes direct responsibility for accounting, budget (County Auditor by statute estimates revenues of the County), finance (cash management and debt service, accounts payable), forecasting, strategic planning, grants, internal audit (Oversight of all officials’ financial books and records) and ensuring statutory compliance with the adopted county budget and financial statutes.

Directs and oversees all aspects of the Finance & Accounting functions of the County to include financial evaluation and advice and fiscal updates to the Commissioners Court continuously with emphasis on current fiscal affairs and the impact of long-range planning and evaluation of new programs regarding revenue collection and enhancement or strategies, legislative impacts and economic trends and impacts.

Updates financial data trends monthly and as warranted for special analysis.

Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives to include ensuring credibility of the County Auditor Office by providing timely and accurate analysis of budgets, financial trends and forecasts and responses to financial inquiries and legal compliance.

Testifies before State legislature on matters related to County government.

Administrative Duties:
Provides vision and leadership in administering all financial activities.

Directs strategizing, planning, organizing, reviewing, designing, and evaluating of the overall operations and development of the departments administration.

Directs department goals and objectives to be consistent with priorities, policies and procedures established by Commissioners Court; interprets plans, specifications, standards, policies, procedures, and regulatory codes.

Responsible for all administrative, personnel and department operations; provides management, administration, organizational leadership, and team building; plans, assigns, supervises, trains and evaluates the work of professional, technical and administrative support staff; assigns duties and plans work of others.

Delegates authority and responsibility, and schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others; approves selection of new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions.

Maintains a highly competent staff to meet the established needs of the entities; implements personnel
additions, changes or terminations within guidelines set by Commissioners Court and County procedures;
administers and formulates salary and personnel recommendations as they pertain to the department.

Monitors and oversees department operations to assure that services delivered are in compliance with contract provisions, applicable laws, rules and regulations established by federal, state, and local laws and by applicable standards established by Commissioners Court and the department.

Develops and implements security policies and practices.

Substantive Auditor Duties:
Represents the department in Commissioners Court and makes presentations and recommendations to the Court; represents the department and/or county with customers and media; works with and makes presentations to elected county officials, county departments, state and municipal officials, citizen groups and other policy-making entities regarding current and future development and planning of the Auditor Department.

Establishes and maintains effective public relations in a complex environment involving technical and non-technical personnel; responds to inquiries from customers, regulatory agencies, or members of the professional community; responds to, analyzes and resolves difficult inquiries, grievances, or complaints.

Performs complex studies, analysis, designs, calculations, computations, and prepares estimates, plans, and reports; stays abreast of new trends and innovations in the field; develops more efficient methods; develops managerial and technical talent in the staff; evaluates technical and financial justification of new equipment; evaluates personnel and organizational structure; acts as chief contact between Auditors and those outside the department; reviews requests for new or changed applications; accesses and recommends priorities and the relative merit of proposed financial usage.

Responsible for assuring that all Auditor employees do not disclose or share confidential information obtained through or developed in the course and scope of their employment duties without the consent of El Paso County. Confidential information refers to any information obtained in an executive session meeting of the Commissioners Court or other confidential information that comes to an individual’s attention by any employee of the County’s Auditor’s Department in the scope of performing their employment duties.

Budget Duties:
Responsible for making financial recommendations on capital purchases, annual budget, and expense allocations; oversees financial planning for departmental functions and needs in concurrence with Commissioners Court approvals.

Works with Commissioners Court, Elected Officials and their staffs, department staff and other county staff, and shared services partners to establish priorities and set schedules and budgets for timely completion of projects.

Works with Purchasing Department and provides input and makes recommendations to Commissioners Court, Elected Officials and departments on best alternatives for awarding contracts to competing vendors and contractors; negotiates and oversees contracts as assigned;

Assures that department recommendations that have been approved by Commissioners Court are carried out or complied with; forecast personnel and financial needs of all activities; keeps abreast of developments that affect the functions performed in each reporting section of the department.

Other Important Duties*
Performs such other related duties as may be assigned by Commissioners Court.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
The County Auditor provides vision and leadership in administering all financial activities of the County and is the chief financial officer and fiscal officer of the County. The County Auditor is responsible for ensuring public funds are properly accounted for and expended in strict compliance with a variety of Texas Statutes government county finances. In El Paso County, the County Auditor performs all financial and budgetary functions. The County Auditor is also responsible for all administrative, personnel and department operations.

Reports to: Report directly to the Presiding Administrative District Court Judge and the Council of Judges.

Directs: First Assistant County Auditor, Assistant Director-Financial Operations, Executive Assistant, Business App. Project Manager, Contract/Administration Manager; administrative oversight of entire County Auditor’s staff

Other: Has contact with Commissioners Court, County Elected Officials, Department Heads and/or staff, other counties and city officials, Mayor, City Council members, city management, Federal and State governmental agencies, Texas Comptroller of Public Accounts, Office of Court Administration, State Representatives, State Senators, Texas Association of County Auditors, Texas Association of Counties and the Conference of Urban Counties, Secretary of State, Attorney General Office, federal agencies, United States Attorney Office, financial advisors, bond counsel, vendors, contractors, and other county employees.
