Description
DEFINITION
Under direct to general supervision, performs a variety of field code enforcement activities; inspects residential, commercial and industrial properties, and transient businesses to determine compliance with applicable Federal, State and local codes, laws, regulations and ordinances relating to maintenance of properties and structures and business licensing; initiates enforcement action and issues citations and notices; and performs other related duties and responsibilities as required.
DISTINGUISHING CHARACTERISTICS
Code Enforcement Officer I: This is the entry level and training class in the Code Enforcement Officer series. Initially under close supervision, incumbents are responsible for performing routine field inspections of public and private property to ensure compliance with City municipal and building code provisions. Because this class is typically used as a training class, employees may have limited or no directly related work experience. An employee in this class is expected to read and interpret municipal codes and have a working knowledge building construction. This class is distinguished from the Code Enforcement Officer II by the performance of the less complex inspections assigned to positions within the series.
The Code Enforcement Officer II: This is the full journey level class in the Code Enforcement Officer series. Incumbents within this class are distinguished from the Code Enforcement Officer I by the performance of the full range of code enforcement duties, and the more complex cases involving codes and regulations in a broad range of areas, including zoning, building, housing, vehicle abatement, health, and safety. The work requires independence and discretion in working with the public and in conducting field inspections, and involves proactive implementation of applicable codes and regulations. This class is distinguished from the next higher classification of Senior Code Enforcement Officer in that the latter has the responsibility for coordinating Code Enforcement inspections, providing lead direction and training, and handling the most complex and sensitive duties and functions. Employees at this level are fully aware of the operating procedures and policies of the work unit.
Flex Staffing: Positions in the Code Enforcement Officer Series are flexibly staffed, and positions are normally filled by advancement within the series, upon fully performing the duties and responsibilities, demonstrating the knowledge, skills, and abilities, and meeting the requirements for the higher class, as determined by management.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision (Code Enforcement Officer I) or general supervision (Code Enforcement Officer II) from the Code Enforcement Supervisor and/or higher-level management. Receives lead direction from the Senior Code Enforcement Officer.
Examples of Duties
ESSENTIAL FUNCTION STATEMENTS Essential duties and responsibilities may include, but are not limited to, the following:
1. Performs the full array of inspections of residential, commercial, and industrial properties and transient businesses.
2. Determines existence and type of code violation; compiles, analyzes, and evaluates findings of investigations and inspections; researches property ownership.
3. Coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required.
4. Ensures compliance with all applicable municipal codes and regulations, issues citations for noncompliance.
5. Prepares a variety of reports and correspondence, including notices of violations and follow-up letters; attends various meetings and training seminars; responds to emergency situations as required.
6. Issues stop work orders and refers them to the proper department if necessary.
7. Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes and other related laws, codes and regulations to the public, departmental staff, and other agencies.
8. Advises property owners on the requirements for compliance.
9. Explains processes and procedures for obtaining compliance or appropriate permits, including re-inspection on applicable permits and notices until compliance is attained.
10. Maintains clear, concise and comprehensive records and reports related to enforcement activities.
11. Maintains daily log of contacts or inspections for code enforcement cases; enters and retrieves information from records systems.
12. Photographs violations.
13. Gathers evidence and prepares cases for court proceedings.
14. Produces photographs and records of violations for evidence.
15. Files criminal complaints in court, when necessary, with supervisor's approval.
16. Responds to questions and concerns from the public, departmental staff, and other agencies.
17. Provides information as appropriate and resolves service issues and complaints; cooperates with other agencies.
18. Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.
19. May represent the City in court regarding noncompliance if required.
20. May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.
21. May assist in the development of work procedures.
22. Transports assigned vehicle for scheduled service and maintenance.
23. Orders supplies and picks up supplies from vendors.
24. Performs related duties and responsibilities as required.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience - Code Enforcement Officer I:
A minimum of one (1) year of increasingly responsible experience in building construction and inspection, or compliance/enforcement related experience.
Experience - Code Enforcement Officer II:
A minimum of two (2) years of journey level experience in municipal government code enforcement, building, business licensing, construction or a related field.
Training - Both Levels:
High School graduation or satisfactory equivalent, supplemented by college level courses or trade school in building, construction, criminal justice, or a related field.
Licenses and Certifications:
Code Enforcement Officer I:
•Possession of a State of California driver's license and proof of insurance.
•Possession of, or ability to obtain a valid PC 832 Certification within one (1) year of employment.
•Possession of, or ability to obtain, a valid Statewide California Association of Code Enforcement Officials (CACEO) Certified Code Officer Certification within one (1) year of employment.
•Possession of, or ability to obtain a valid Oleoresin Capsicum Spray Certification within one (1) year of employment.
•Successful completion of Identification of Substandard Residences course by CACEO within one (1) year of employment.
Code Enforcement Officer II:

WORKING CONDITIONS
The work environment characteristics and physical/mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Environmental Conditions:
Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees frequently deal with irate members of the public in interpreting and enforcing departmental policies and procedures and City codes.
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various locations in the field; vision to read printed materials and a computer screen and when making inspections; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification regularly sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 50 pounds or more.
Mental Demands:
While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with City management, staff, developers, contractors, homeowners, members of the public, representatives of private agencies and others encountered in the course of work.
