The United Nations Development Programme (UNDP) supports Jordan to achieve sustainable development that leads to transformational change, bringing about real improvements in people’s lives, through the design and implementation of policy and programming to address the development challenges that affect the country. #Nextgen UNDP also ensures that considerations such as the Gender Equality, Private Sector Engagement, Environmental Sustainability, and Innovation are addressed while aligning local demand driven development solutions to the 2030 Agenda.

Jordan faces intricate challenges that directly affect its youth and vulnerable populations within a unique demographic context where 63% of the population is below 30 years old. While this youth composition offers growth opportunities, it also brings significant hurdles, including one of the highest youth unemployment rates in the MENA region, notably impacting young women. With the youth unemployment rate soaring to 50% in 2022, exacerbated by the COVID-19 crisis, Jordan grapples with increased vulnerabilities, further heightened by the recent Gaza conflict. In the online sphere, vulnerable young individuals encounter social barriers leading to cyber threats such as bullying, harassment, and digital narcotics, amplifying cascading consequences, including financial loss, physical and emotional threats, strained family relationships, and social isolation. These challenges are particularly acute among the socio-economically vulnerable within these groups.

In line with these challenges, the overall objective of “Safe Pathways for ‘at-risk’ Youth and Women in Jordan” project entails more than just countering extremist ideologies, it aims to enhance socio-economic and digital resilience of youth living in Jordan, with a focus on at risk youth and women by providing safe pathways for these populations. The project’s focus on Digital Resilience and Cultural and Creative Industries is guided by national priorities, previous JSB project activities as well as the Economic Modernization Vision (EMV).

Duties and Responsibilities

Working under the overall guidance and oversight of the GP Team Leader, the Project Coordinator is expected to undertake the following responsibilities:

Project Support
• Contribute to the implementation of JSB project activities in alignment with the Annual Work Plan and defined framework.
• Provide support for the proper execution of project activities, preparing relevant technical and administrative documents.
• Support in monitoring project activity implementation, adhering to UNDP processes, rules, and procedures.
• Prepare quarterly progress reports and donor reports, identified in the M&E framework to support results-based reporting.

Actively participate in Identifying of potential partners, including youth activists and CBOs, understanding their needs and capacities to advance Human Security activities and Creative Cultural Industries in Jordan.
• Support in Coordination with stakeholders and partners on the development of Human Security relevant practices/policies.
• Participate in designing evidence-based initiatives promoting Human Securityn in Jordan. And in alignment with the 2030 Agenda.

Actively participate to activities to proper procedures related to operations, recruitment, procurement, and finance to the project:
• Provide admin support in the planning and monitoring.
• Assess support requirements against project objectives and operating environment.
• Arrange for procurement plans, risk, and issue logs, updating as needed in consultation with donor.
• Assist in the the review and finalization of budget performance reports, monitoring variances between approved budgets and actual expenditures.

Collect data and information on results and implementation across for the project and activities to ensure effective M&E.
• Support drafting internal UNDP reports, project proposals and donor reports for the project.
• Support in developing TORs, concept notes, requests for proposals (RFP) etc.
• Support in the production of research papers, project documents concept notes and relevant knowledge tools.
• Research and analyze relevant data, regulations, guidelines, and government strategies pertinent to Human Security and other relevant programs.

Ensure Research and Coordination:
• Coordination and business planning support to the project, providing high-quality and timely inputs to the various initiatives.
• Undertaking a coordination role among different stakeholders involved in the Project.
• Facilitating communication and coordination among various stakeholders involved in the project, including focal points from government agencies, international organizations, NGOs, and other partners.
• Serve as a liaison between different stakeholders, fostering collaboration and information exchange.
• Provision of research, and collect and compile relevant literature and policy documents upon request of direct supervisor.

Perform any other tasks, based on requests from the Team Leader and/or CO Senior Management.

Institutional Arrangement

In this context, the Project Coordinator will work under the direct supervision and guidance of the Governance and Peace Pillar Team Leader, the project’s team and works in collaboration with the rest of the pillars at UNDP Jordan Country Office.

Required Skills and Experience

Min. Academic Education

A completion of a secondary education is required, or

A university degree in business administration, Development Studies, International Relations, Law, Social Science, or other related field will be given due consideration but is not a requirement.

Min. years of relevant Work experience

A minimum of seven years (with secondary education) or four years (with a bachelor’s degree) of relevant experience in the field of developmentproject management or relevant related field is required

An experience within UNDP, the UN system or any other development agency is desired.

Required skills
• Excellent demonstrated writing skills including research, writing meeting minutes and reporting skills.
• Demonstrated experience in developing budgets and in monitoring and tracking project implementation.
• Demonstrated experience in working with design and data visualization software such as adobe creative cloud applications and PowerBi.

Desired additional skills and competencies
• Previous experience in the UN system
• Experience working with the Government of Japan’s financial systems and reporting requirements
• Demonstrated understanding of the local context in Jordan and experience working in social cohesion projects with municipalities, local CSOs and CBOs.

Required Language(s) (at working level)

Proficient in written and spoken English and Arabic is required.
